DRAFT H.R.3125 - Internet Gambling Prohibition Act of 1999 (Goodlatte (R) Virginia and 12 others) The Administration supports amending existing federal gambling statutes to provide for a prohibition on new types of gambling activities made possible by emerging technologies, such as the Internet. The Administration opposes enactment of H.R. 3125, because it would: create an overlapping, confusing, and conflicting statutory scheme for gambling activities conducted on the Internet; provide broad exemptions for certain gambling activities, such as wagering on horse or dog races or jai alai games; and allow individuals, including children and compulsive gamblers, to use the Internet to engage in activities that would be prohibited in the "real world," such as placing wagers from their homes. The Administration believes that Internet gambling would best be addressed by amending existing federal laws to ensure that a technology-neutral and comprehensive prohibition of Internet gambling is achieved.
