RAPID CONFIRMATION PROCESS FOR NOMINEES

"(3) CONFIRMATION PROCEDURE IN SENATE.-

"(A) This paragraph is enacted by the
3
Congress-
4
"(i) as an exercise of the rulemaking
5
power of the Senate, and as such it is
6
deemed a part of the rules of the Senate,
7
but applicable only with respect to the pro-
8
cedure to be followed in the Senate in the
9
case of a motion to discharge; and it su-
10
persedes other rules only to the extent that
11
it is inconsistent therewith; and
12
"(ii) with full recognition of the con-
13
stitutional right of the Senate to change
14
the rules (so far as relating to the proce-
15
dure of the Senate) at any time, in the
16
same manner and to the same extent as in
17
the case of any other rule of the Senate.
18
"(B) If, by the first day of June on which
19
the Senate is in session after a nomination is
20
submitted to the Senate under this section, the
21
committee to which the nomination was referred
22
has not reported the nomination, then it shall
23
be discharged from further consideration of the
24
nomination and the nomination shall be placed
25
on the Executive Calendar.
