SUBJECT: Diplomatic Game Plan on Oil: Stage II
Our diplomatic efforts helped create an environment that
facilitated OPEC's September 10 decision to raise quotas by
800,000 barrels/day. Prices, however, remain stubbornly
high. Over the next two weeks, the Administration will have
a number of new opportunities to work with producing and
consuming countries to encourage OPEC to implement fully the
September 10 decision and to increase production further as
necessary.
European and key emerging market economies are already
speaking out in favor of further production increases.
Developing countries could be energized to play a greater
role. The attached memorandum and calendar highlights
targets of opportunity known to us. I would appreciate
comments on this approach and thoughts on other
opportunities we may not have addressed.
