ACCESS CENTER
I. PURPOSE
This agreement among the federal agencies listed above is intended to establish a close
working relationship among federal partners in the development of a strategy for
economic development in Indian country. The central objective of this effort is to create
a more effective and efficient approach to providing information, technical assistance,
and training to Indian tribes and tribal members by establishing a Native American
Economic Development Access Center.
II. BACKGROUND
In August 1998, President Clinton issued a Presidential Memorandum directing the
Department of the Interior (Interior), the Department of Commerce (Commerce), and the
Small Business Administration (SBA), with the assistance of other federal agencies, to
develop a strategic plan coordinating existing economic development initiatives for
Native American and Alaska Native communities. The United States Congress has held a
series of hearings on barriers to economic development in Indian country.
Federal agencies and Indian tribes have recognized that there are many resources
available to tribal governments and individual Native Americans that are not being fully
