RE:

We need a plan for meeting with various constituency groups to discuss the outline of
the legislation. Shirley and I have come up with the following plan and would appreciate
your comments, suggestions and HELP. These meetings should be held as soon as
possible, in some cases next week. The priority groups are as follows:
1.

Shirley and I will be in touch with different groups today to find out if they are planning

the Coalition for the Reauthorization of the National and Community Service
Act
the Young People's Coaltion for National Service
the Alliance for Service Learning
National Association of Service and Conservation Corps
2.

organizing it from one of the associations and should include:

Dear Colleague,
In the next week the staff of the Office of National Service and the Domestic Policy
Council will be organizing meetings to discuss an outline of a bill to establish President
Clinton's national service program. President Clinton, in his speech at Rutgers on
March 1, made it clear that national service is a high priority. We are moving on a fast
track toward introduction of legislation, and would like to have the benefit of your ideas
as the program develops.
I would especially appreciate your response to this outline. Please note that although the
outline focuses solely on student financial aid issues and national service connected to the
proposed National Service Trust Fund, we are also considering ways in which we can
promote service more broadly, particularly among school-age youth and older Americans.
Please send your comments to the attention of Jack Lew, our General Counsel.
Best regards,
