PROJECT (CONT))
Training programs were institutionalized and regular Energy
Conservation workshops are held at every Neighborhood Energy
Center. The project provided in-home education to 165 households
in conjunction with the Heating Assistance Pilot Program's (HAPP)
heating system conservation treatments. Due to its success, the
HAPP Program including an emphasis on energy education has been
instituted as an ongoing program for tenants of multi-family
dwellings.
As a result of research into why more Low-income families were
not taking advantage of weatherization services through the
Conservation Works Program, it was found. that a primary reason
was a complicated, legalistic Landlord Consent Form which
landlords were unwilling to sign. The project has adapted the
form into more readable language which stresses the advantages of
the program for the landlord as related to conservation measures.
The VISTAs were responsible for developing a Philadelphia Energy
Directory used by over 500 organizations in the city. Most of
the VISTAS come from the low- income community also and have
proven to be very effective outreach workers.
During this project year, the program will expand services which
are now standard at each "one-stop-shop", Neighborhood Energy
Center to include not only the established conservation,
education and fuel assistance programs but also budget
counseling. The budget counseling program in which VISTAs are
becoming involved will be a pilot project to help those low
income households struggling on the edge of crisis to stay
afloat. ECA is working with three local utilties to gain their
full participation and commitment to maintain the program if it
is successful.

Subject: Energy
The Energy Coordinating Agency was established in 1984 in
response to Philadelphia's prolonged energy poverty crisis,
which is one of the worst in the nation. Two factors contributed
to this: a high density of poverty and extremely high utility
rates. The Agency's mission is to effectively address the
problem by:
1. Coordination of all low income energy services
2. Research, evaluation and planning for the most
effective utilisation of resources
3. Improve the effectiveness of available programs
particularly conservation & education programs.
A VISTA project was developed to accist the agency in meeting the
above goals and implemented in late 1989 with an initial
assignment of 11 volunteers. VISTAs were recruited to provide
community outreach to residents informing them of ECA services to
develop education and conservation programs and do research to
determine the extent of the relationship between utility
services, housing abandonment and homelessness. The research
project was completed in the first year and a paper published.
In initial outreach efforts over 500 new low income households
were involved in comprehensive weatherization aducation though
VISTA efforts and ongoing programs were established at seven
Neighborhood Energy Centers. VISTA volunteers have been
successful in establishing meaningful community linkages with
various community groups such as the University of Penn's Center
for Energy and the Environment which is a source not only for
research efforts but a college volunteer pool as well.
The project expanded outreach efforts during the second year and
through successful networking reached most communities in the
city including the Latino community. VISTA volunteers have helped
to adapt Energy materials to "user friendly" language were also
able to expand the use of bilingual translations of outreach
materials and conservation education.

VISTA PROJECT IN D.C.
The Junior Citizens Corps (JCC) was founded in 1942, and its
mission is to seek out young at-risk people and provide programs
to redirect their energies into positive outlets. In 1990, over
870 youth were assisted through the educational, recreational,
social work, employment and volunteer training programs.
The VISTA Project at JCC consists of two components, the
employment component and the substance abuse prevention
component. There are currently four VISTA Volunteers on-board;
two on each component. They are: Kristi Carr ($), Suzanne
Guertin (SA), Samantha Mishne (SA), and Rosalyn Ross (E). Ms.
Ross is a locally-recruited volunteer from the District; the
other three VISTAS are national recruits.
The employment component's goal for the first year has been
to design a job readiness training program (JRTP) for a minimum
of 50 residents. They first identified community members from
the service community to work on an advisory committee and assist
in the development of the program. The VISTAs then began to
recruit volunteer counselors to provide orientation and skills
training to the clients. The project is also responsible for the
public relations campaign to market and promote the employment
program.
As of their last Project Progress Report, the employment
component had 60 students at the Burdick Career Development
Center, and 10 participants in an 11 week program. Partnerships
had been formed with the DC Employment Services' Program, "A Real
Chance,' which will now refer potential clients to the JRTP.
They also are working with local high schools, the DC
Correctional Facilities, and the Nt. Olivet Receiving Home for
Youths.
The goal of the "Drug Use Preventive Program" is to enroll
150 males I that emphasizes preventative counseling and health
planning, as well as provide treatment resources. Like the other
component, the VISTAs designed the program and then began to
recruit community volunteers to serve as health tutors.
An 8 week program was designed and as of the last report,
partnerships had been formed with five area Junior High Schools,
where the volunteers work with 305 youths. Fourteen individuals
serve on the Substance Abuse Prevention Council; these members
represent social service agencies, church groups, and community
members. The VISTAS are currently concentrating on promoting the
enrollment of youth in the after-school program.

During National Volunteer Week, beginning April 19th, we have requested that
Cabinet and Deputy Secretaries promote national service. Several Secretaries will be
visiting community service sites, mostly in the Washington, DC area. Other
departments involved include: Agriculture, Education, EPA, HHS, Labor, Interior,
Justice and Energy.
Below are three community service site suggestions for Secretary Bentson. The first is
a VISTA project and the next two are service projects where Treasury Department
employees volunteer. We will be providing more detailed schedules of what the site
visits could entail.
VISTA -- Junior Citizens Corps

The Secretary could visit the JCC at the Burdick Career Development Center while

participate in a Adopt-A-School program with Walker Jones Elementary School and
in a high school cooperative program with Parkdale High School.

1. In observance of National Volunteer Week, you are scheduled to
present the President's Volunteer Action Awards at 3:00 p.m. on
Thursday April 24, to twenty Americans who have performed service
in various outstanding ways. Other members of the Administration
have or will hold similar award ceremonies throughout the week to
recognize volunteerism by young people or within their agencies:

The First Lady will hold a Rose Garden ceremony at the White
House honoring the service work of young people from the
Washington, DC area on Tuesday, which is National Youth
Service Day.
Secretary Jesse Brown will celebrate the 20th anniversary of
the Veterans Administration's Outstanding Volunteer Service
Awards with a presentation ceremony today.
Attorney General Janet Reno will hold a National Volunteer
Week celebration on Friday to present the Department of
Justice's awards for outstanding employee volunteerism.
Secretary Babbitt will visit a Project GROW (Garden
Resources of Washington) from 1:30-2:30 on Thursday April
22. This is a community garden which provides vegetables to
neighborhood residents and is managed by members of the DC
Service Corps.
Secretary Aspin has issued a memorandum to all Armed Forces
worldwide recognizing National Youth Service Week and
thanking and congratulating the thousands of men and women
in uniform who make community service a part of their lives.

Secretary Shalala will present volunteer service awards to
HHS volunteers on Wednesday.
Here are some highlights of employee volunteer activity that you
might want to refer to in your remarks in presenting your awards
on Thursday:
Activities in schools --
Supervising
Defense: The Navy has over 17,000 volunteers in 1000-
plus schools around the country, doing tutoring,
mentoring, (science fairs, computer training, fitness
and environmental education.
Land providing
Energy works with over a million students a year in schools
around the country primarily strengthening math and
science skills, and also by making equipment loans.
HHS has established the Health and Human Services
Academy, a school-within-. school at Eastern High
School in Washington, that prepares students for
careers specifically with HHS and assists with
placement.
Many departments have relationships with schools in
D.C. In addition, Labor brings 40-50 junior high
school students into the department every summer for
summer skills enhancement
Transportation employees volunteer at Martha's Table, a local
soup kitchen, and run an adopted seniors program.
VA employees are involved in the National Wheelchair Games.

2. In addition, we recently finished a survey of agency
volunteer and national/community service activities and programs.
We gathered data in three categories: appropriated funds that are
used to support service programs (like the National Health
Service Corps, which sends doctors and other health professionals
into under-served areas in return for paying for their
professional education) ; use of citizen volunteers in support of
agency programs and missions; and volunteer activities by agency
employees.

We also asked agencies to think about how to infuse more of their
programs and activities with an ethic of service, so that we can
promote a government-wide ethic of service which goes
beyond the volunteerism promoted by the Bush Administration and
grows into a real augmentation of public policy. Our report
comprises over 200 pages.
There is a good reinventing government story here) As agencies
build service into their programs, they can extend and multiply
the impact of the program we are developing in my office. Making
service an integral partner of public policy, so that government
enables service and service enables government, makes both sets
of activities more effective.
We have already received some terrific ideas for new agency
initiatives to promote service:
o Agriculture: ideas from the Cooperative Extension Service
range from nutrition education to drug awareness, and Ag is also
thinking about how to use volunteers more extensively in the
National Forests.
o Commerce is offering to help build partnerships with business
to do technical assistance for nonprofit organizations
participating in our basic national service initiative.
o Education is proposing to broaden the community service
aspects of its college work study program.
O HHS suggests a Health for America Corps where young people
would work in community and migrant health centers, and would
HHS
like to augment the use of volunteers in Head Start and senior
citizens programs.
o HUD is exploring ways to involve volunteers more extensively
in rehabilitating housing, homeless shelters. and Indian housing.
(including for Indians) and
O Interior is enthusiastic about expanding volunteer roles in
conservation in the National Parks and on other public lands.
O Justice is examining a variety of ideas including volunteers
in conflict resolution and mediation, and neighborhood watch
activities.
These representative initiatives indicate the tremendous
enthusiasm throughout the government for a national ethic of
service- and they are important building blocks for one of the
signature achievements of your Administration.

Service would like to encourage Cabinet Secretaries to schedule
events next week which would highlight the ethic of service
throughout the federal government. If you could reemphasize this

school which has recently been plagued by violence. She will
emphasize the need to do more to improve school safety and will

This year marks the 20th anniversary of the VA Secretary's

Outstanding Volunteer Service Awards ceremony. A large ceremony
will be held on Monday, April 19 to commemorate this event. Today
(April 15), the Secretary visited the VA Medical Center in Bay
Pines, Florida, to participate in the anniversary celebration in
honor of their volunteers and to present a posthumous award to
recognize an individual who was a VA volunteer for 45 years.

Secretary Riley will visit Banaker High School students at Howard
Universities Therapeutic Child Life Center. The students work
with terminally ill children at the center through recreational
activities such as playing pool or playing checkers. The
secretary will get involved with the recreational activity of the
day and learn more about the experiences of both sets of youth.

Deputy Secretary Kunin will visit the DC Service corps as a guest
speaker. She will first speak to them about education and
community service, followed by a discussion about the corps
members experiences with service.
The Department of Education is interested in sending two others
out as surrogates, we are looking at sites in San Francisco
(where the Chief of Staff has other business 4/21-4/23) and
Washington, DC.

Secretary Babbitt is very likely to do a service hit in the DC
metro area involving environmental issues on Earth Day, Thursday
April 22. One possibility includes participating in a tree
planting at the Greenbelt National Park.

Project ABC: A Better Childhood
Project ABC provides AU students with the opportunity to serve the Washington, D.C. community by reaching out to its
children. While there are many in urban settings who face considerable challenges ranging from educational and language
barriers to economic and health issues, children are confronted with an additional challenge - the challenge of age. The
AU intervention stategy involves work in partnership with St. Ann's Infant and Maternity Home and the Orphan Foundation C
America to find creative ways to enhance children's educational and life experiences thereby improving self-esteem, literacy.

*Student Outreach Program
Student Outreach provides AU students with the opportunity to engage in a distinct form of cross-cultural communication by
helping AU's Hispanic employees become more fully integrated into the AU community and into American society. The
program focuses on teaching English as a second language and on improving the employees' skills in Spanish.
SPOCK ( Students for the Prevention of Chemical Abuse
in Kids)
SPOCK is a preventive program aimed at reducing the use of illegal drugs among school age children. AU students receive
training in the areas of communication skills, workshop presentation strategies and drug and alcohol pharmacology. After
receiving this training. the AU students present workshops at area elementary schools which focus on enhancing the chil-
dren's life skills. The focus of the SPOCK program is on developing the life skills children need in order to live in today's soci
ety without succumbing to the pressures of drugs.
Volunteer Fair
Each fall, representatives from over 100 volunteer organizations in the D.C. metropolitan area come to AU's campus for an
informal day of conversation with students, faculty, and staff. The representatives provide interested AU ommunity mem-
bers with information regarding their programs and opportunities for participation.
Volunteer Clearinghouse
The Center acts as a resource for students, staff, faculty, and campus organizations looking for volun-teer possibilites. The
Center has over 100 listings where AU community members can find opportunities for individual and group involvement in
D.C.

The Energy award ceremony will take place at 2:00 pm on
Wednesday. It will last for 30 minutes. 10 people will be
honored. They would like Peter Edelman to make a few remarks at
the beginning. They would like to see some talking points and
they want to closely coordinate on what Peter and the Secretary
say.
They will consider doing a site visit although they are having
trouble making arrangements for a visit to the Hands on Science
Program. Gena will be generating some suggested sites.
3) Interior and Treasury still need suggestions on sites.
4) Deputy Secretary Roger Altman may be a perfect candidate for
this. I spoke with his scheduler Josh Steiner who seemed
amenable. Altman currently tutors two kids weekly through the
Good Shepherd Program.

Below is one idea for Secretary Cisneros to consider for involvement during National
Volunteer Week.
Garden Resources Of Washington - GROW
GROW is currently working with a seven member team from the DC Service Corps
at a community garden on the corner of 14th and Earving. The garden is in its third
year of existence. Thirty-two plots have been divided between families that live in
nearby shelters and transitional housing developments. The families (known as the
gardeners) use the plots to grow food. Some families are able survive on the food
they grow on the plots, enabling them to live without the help of food stamps.
The DC Service Corps employs full-time, over 100 diverse youth for a year to engage
in service to the DC community. During our March 1st site visits, Secretary Shalala
visited the DC Service Corps doing service at the Sick Children's Hospital in DC.
Grow and the DC Service Corps provide external maintenance to the community
garden. This includes tilling, building walkways, laying weed cloth, and putting
down wood chips. On Earth Day they will also be planting flowers.
The Secretary could participate in the actual external maintenance along with the DC
Service Corps and ask questions to the corps members about what they have learned
from their year of service. The secretary could also meet with the gardeners and
help them plant vegetables. GROW will arrange for several of the gardeners to be
present at the site on the afternoon of Thursday April 22. From what I understand
the whole crew is flexible to be there whenever it fits with the Secretary's schedule.

1) Energy
I have confirmed Peter Edelman's participation in the award
ceremony at Energy. Again, the award ceremony is at 2:00 pm
on Wednesday. It will last for about 30 minutes.
Ann Elliott would like to see some talking points, if
possible early today. They want to closely coordinate in
preparing Peter and the Secretary's remarks.
Unfortunately, their Hands-on-Science Program will not take
place until the 27th. Hence, we do not have them down for
anything other than their awards program.

discussing these with Interior's Scheduling office.

He returns today. If we want his participation, we need to
generate a list of possible sites and send them to Marne

Per your instructions, I have asked Josh Steiner (Altman's
Scheduler) to consider our listing the Deputy Secretary's
tutoring participation in the media advisory. He said he
would consider it and would ask Altman; however, he had
reservations, particularly about the effects the press's

During National Volunteer Week, beginning April 19th, we have requested that
Cabinet and Deputy Secretaries promote national service. Several Secretaries will be
visiting community service sites, mostly in the Washington, DC area. Other
departments involved include: Agriculture, Education, EPA, HHS, Labor, Interior,
Justice and Energy.
Below are three community service site suggestions for Secretary Bentson. The first is
a VISTA project and the next two are service projects where Treasury Department
employees volunteer. We will be providing more detailed schedules of what the site
visits could entail.
VISTA -- Junior Citizens Corps
Junior Citizens Corps (JCC) provides programs to redirect the energy of at-risk youth.
Four VISTA volunteers focus on two components: employment an substance abuse.
The employment component's goal has been to design a job readiness training
program for 50 residents. They work with local high schools, the DC Correctional
Facilities, and Mr. Olivet Receiving Home for Youths.
The "Drug Use Prevention Program" stresses "preventative counseling and health
planning, as well as providing treatment resources." An eight week program was
designed that involved five area junior high schools and over 300 youth.
The Secretary could visit the JCC at the Burdick Career Development Center while
the Vista volunteers and the volunteers that have been mobilized in the community,
work with the at risk youth.
Adopt-A-School and Co-op Programs
Employees of IRS' Assistant Commissioner (Human Resources and Support)
participate in a Adopt-A-School program with Walker Jones Elementary School and
in a high school cooperative program with Parkdale High School.

abandoned in hospitals or living in half-way houses).

1. In observance of National Volunteer Week, you are scheduled to
present the President's Volunteer Action Awards at 3:00 p.m. on
Thursday April 22, to twenty-one Americans who have performed
service in various outstanding ways. Other members of the
Administration have held or will hold similar award ceremonies
throughout the week to recognize volunteerism:
The First Lady commemorated National Youth Service Day today
with a Rose Garden ceremony honoring the service work of
young people from the Washington, D.C. area.
Secretary Brown celebrated the 20th anniversary of the
Veterans Administration's Outstanding Volunteer Service
Awards with a presentation ceremony today.
Attorney General Janet Reno will hold a Voluntary Awards
Ceremony and Reception on Friday for about 200-300 employees
who participate in the Legal Advocates in Education program
in local D.C. schools. The children the employees tutor will
also be invited.
Secretary Babbitt will visit Project GROW (Garden Resources
of Washington) Thursday, a community garden managed by the
DC Service Corp providing vegetables to neighborhood
residents.
Secretary Aspin has issued a memorandum to all Armed Forces
worldwide recognizing National Youth Service Week and
thanking and congratulating the thousands of men and women
in uniform who make community service a part of their lives.
Secretary Espy visited the Van Ness School last week to
recognize USDA employees' voluntary activities there.

Secretary Shalala will present HHS Employee Volunteer Awards
on Wednesday. She will also deliver a speech at Tufts on
Sunday which will include a discussion of National Service.
Secretary Reich will meet with Banaker High School students
who mentor terminally ill children at the Child
Life Center at Howard University on Friday.
Deputy Education Kunin will meet with the DC Service Corps
at Randall School on Friday.
Secretary O'Leary will present Employee Volunteer Awards
tomorrow.
Here are some highlights of employee volunteer activities in
various federal departments:
Activities in Schools
Defense: The Navy has over 17,000 volunteers in more
than 1000 schools around the country who participate in
a range of educational activities.
Energy works with over a million students a year in schools
around the country, strengthening math and science skills
and making equipment loans.
HHS has established the Health and Human Services
Academy, a school-within-a-school at Eastern High
School in Washington, that prepares students for
careers in human services.
O
Transportation employees volunteer at Martha's Table, a local
soup kitchen, and run an adopted seniors program.
VA employees are involved in the National Wheelchair Games.
o Justice employees participate in Care & Share, an annual
canned food drive.
2. In addition, we recently finished a survey of Department and
Agency volunteer and national/community service activities and
programs. We gathered data in three categories: appropriated
funds that are used to support service programs (like the
National Health Service Corps, which sends doctors and other
health professionals into under-served areas in return for paying
for their professional education) ; use of citizen volunteers in
support of agency programs and missions; and volunteer activities
by agency employees.

We also asked agencies to think about how to infuse more of their
programs and activities with an ethic of service, so that we can
promote a government-wide ethic of service which goes
beyond the volunteerism promoted by the Bush Administration and
grows into a real augmentation of public policy. Our report
comprises over 200 pages.
There is a good reinventing government story here. As agencies
build service into their programs, they can extend and multiply
the impact of the program we are developing in my office. Making
service an integral partner of public policy, so that government
enables service and service enables government, makes both sets
of activities more effective.
We have already received some terrific ideas for new agency
initiatives to promote service:
o Agriculture: Ideas from the Cooperative Extension Service
range from nutrition education to drug awareness, and Ag. is also
thinking about how to use volunteers more extensively in the
National Forests.
O Commerce is offering to help build partnerships with business
to do technical assistance for nonprofit organizations
participating in our basic national service initiative.
o Education is proposing to broaden the community service
aspects of its college work study program.
o HHS suggests a Health for America Corps where young people
would work in community and migrant health centers, and would
like to augment the use of volunteers in Head Start and senior
citizens programs.
o HUD is exploring ways in which to involve volunteers in
rehabilitation housing and staffing homeless shelters.
O Interior is enthusiastic about expanding volunteer roles in
conservation in the National Parks and on other public lands.
O Justice is examining a variety of ideas such as including
volunteers in conflict resolution and mediation, and in
neighborhood watch activities.
These representative initiatives indicate the tremendous
enthusiasm throughout the government for a national ethic of
service---and they are important building blocks for one of the
signature achievements of your Administration.

Re: Cabinet Secretaries' Plans for National Volunteer Week

At this point, Departments are still in the process of deciding what they are
going to do for National Volunteer Week. While some have nearly finalized
plans, others need you to suggest options directly to the Secretaries. For these,
We've listed a number suggestions below. If you have any questions which need
to be answered before your meeting, you can reach Kate at 667-5391 tomorrow
morning before 8:15.
Agriculture -- Mike Espy
*Secretary Espy will visit the Van Ness School in Southeast D.C. on Aril 15 to
highlight USDA's volunteer activities at that school.
Suggetions:
*The head of Forest Service will recognize 38 "winners" who will receive plaques
of recognition in their local area on April 22. Publicity will take place in local
newspapers as well as a through a national press release.
*The Soil Conservation Service will recognize its national headquarter's "Earth
Team" volunteers at an award ceremony during Volunteer Week. Each year, two
of SCS employees from each of the four regions of the country are given a
Community Service Award for their outstanding volunteer contributions.
Commerce -- Ron Brown
Suggestions:
* The Secretary could visit the Peace Corps and give a speech underscoring the
agency's interest in galvanizing support -- both financial and in terms of
technical assistance -- for both national and international programs. (See
attached memo describing commerce/Peace Corps relationship).
* Through a site visit, the Secretary could bolster the Departement's Adopt-a-
School program. Given the Department's mission, he might encourage tutors to
focus on teaching job-readiness skills, math, and science.
Defense -- Les Aspin
Suggestions:
*Department employees and retired military personnel could work together to
provide seminars to ease the transition for members of the Armed Forces who
have just been separated from their duty. These seminars can emphasize the
contribution of service, not to the country as defense, per se, but as community
renewal instead.
*Department employees, retired military personnel and current armed forces
members could hold a career day in disadvantaged school districts. This day
could consist of two parts: first, the morning would hold classes in science and
technology; and, second, in the afternoon students would be matched up with
department employees and military personnel and see their morning lessons
brought to life. Secretary Aspin could also speak to a class in the morning.
Education - Richard Riley
Suggestons (given by Paul Jamieson):
*The Secretary and/or the Deputy Secretary could visit a campus (probably
college) with an excellent community service program and use that forum to
both praise the volunteers and hype the legislation (it its ready).
*The Secretary could do an event in D.C.. with Education employees who are
participating in particularly outstanding community service programs in
schools. Paul's sense is that Education has a pretty strong community service
track record and employee participation record that we could call attention to.
*(FYI) At this point, Secretary Riley is tentatively scheduled to, at some part of
the week, honor the Teacher of the Year.
Energy -- Hazel O'Leary
* The Secretary is tentatively planning to visit a "Hands-on Science" class. In the
"Hands-on Science" program, DOE employees are paired with elementary and
middle school students in the District to mentor and teach after-school science
activities. (This is a bit different from the regular Adopt-A-School program).
* On April 21st or 22nd, the Secretary will hold a special lunch ceremony for the
ten employees who have been chosen "volunteers of the year".
* The Secretary has asked each Dept. Head in her agency to submit a list of
potential community service activities that the Department in general, or each
office individually, could support that week. Proposals were due today. (see
attached letter)
E.P.A. -- Carol Browner
*Since Earth Day is April 22nd, Carol Browner has a great opportunity to
emphasize the link between service and environmental protection.
* Carol Browner will be giving a speech at a site TBA that day. She seems to be
open to our working with her to build the "ethic of service" into her remarks.
* The Dept. is planning a Bike-to-Work day for that day. We could encouarge
them to present the idea to local high schools if we think it would be safe for the
kids to do it.
* On May 7th, the Dept. will recognize employees for outstanding voluntary
service work.
HHS -- Donna Shalala
* The Secretary is tentatively planning to have a ceremony on April 21st at
which she will present Employee Volunteer Awards.
* Later that week or in the early part of the next week she is planning an
immunization event at which she will attempt to bridge National Volunteer
Week and National Immunization Week (which is the following week). The
event will probably involve her visiting a homeless shelter (or another site which
serves disadvantaged people) where students and physicians involved in the
National Health Service Corp are administering immunizations.
Interior - Bruce Babbitt
Suggesstions:
*Like Secretary Browner, Secretary Babbitt could take advantage of this
opportunity to emphasize the link between service and conservation. A visit to
a conservation or environmentally concerned site on Earth Day would tie in
nicely as a photo opportunity, as well.
*Employees could host a Park Cleaning Picnic at a local park to emphasize the
importance of the maintenance of public lands.
Justice - Janet Reno
* The Secretary has said that she will schedule a site visit if we request it. She
could go to a D.A.R.E. class and teach about the dangers of drug use alongside
police officers. She could visit an inmate tutoring program in a local prison.
* DOJ has planned a huge Volunteer Awards Ceremony and Reception in Great
Hall for April 23rd. They expect 200-300 participants (based on last year's
turnout). Elementary and junior high school students from D.C. public schools
who are currently being tutored by Legal Advocates in Education program
participants will be invited to attend. Both Janet Reno and Peter Edelman will
deliver remarks on the importance o f service work.
* An exhibition of photographs and posters highlighting DOJ volunteer efforts
will be displayed throughout the week in the Main Bldg.
Labor - Robert Rich
(Kate spoke to Kitty Higgins about this today. Tom Glynn is working on this
and he is out sick. Kitty will tell us their plans early next week)
Suggestions:
* The Secretary could visit a local youth corp site as he did Youthbuild in Boston
on March 1.
State - Waren Christopher
* The Dept. does not have enough people in place to organize events of this sort
at this point.
Transportation - Federico Pena
(Volunteer and community service awards are included in late summer during
the department's a nnual awards ceremony. The volunteer committee also
schedules a week in spring for vendors to set up shops in the plaza. A portion of
the profits go to non profits supported by agency volunteers.)
Suggestions:
*Secretary Pena could teach a class to young people alongside his employees in
the "FUTURES" program or at any of the following sites where additional
