TASK FORCE STRATEGY
There will be five task forces each dealing with one of the five targets. To assist in
meeting the aggressive targets set for the year 2000, each must have high powered
leadership. Thus each would be chaired by a leading outside expert/corporate leader.
The work of the task forces will be publicly kicked-off at the announcement, reinforced at
the Summit, and will continue at least to the year 2000. Each task force, with its CEO
leader, would have responsibility to rework, better define, and develop back-up for their
target, develop a white paper that would be included in the summit material and a strategic
plan that would outline their game plan to meet their target. Various experts and
constituencies would be members and would constitute their oversight/advisory board. A
writer/staff person would be assigned from either the Points of Light Foundation or the
Corporation for National Service (or possibly elsewhere). A sixth task force would be
created to focus attention on the issue of citizen service and community volunteering in a
more generic sense..
Each task force leader, in consultation with his or her advisory board, will have a number
of specific tasks to complete in the short term, including:
An approved "target statement" and "target number" that are clear, bold, and
defensible.
A strategic plan to achieve the target. The plan will include actions to be taken,
obstacles or impediments to be overcome, collaborating partners to be enlisted,
and other support that will be necessary. Each plan will also need to incorporate
ways to stimulate and channel commitments that will meet the plans objectives,
ways of sharing or linking "best practices" among different organizations, sectors
and communities, and ways to publicly recognize each commitment made to
advance the effort to meet the targets. Finally, each task force will be asked to
include, as part of its plan, a special role for schools. They are a pervasive,
community-based potential conduit through which a very wide range of services
can be directly delivered to children and young people and through which children
and young people can be connected to serve opportunities themselves.
A "white paper" that builds the case for the need to meet the respective targets. It
would also include supporting studies and evaluation reports that make the case
that effective volunteering and citizen service have the demonstrated capacity to

We are moving ahead with the Summit planning, and are assuming that the January 21 announcement
date is a "go," pending discussions with President Bush. Please let us know if this changes.
When we met several weeks ago, we discussed the issue task forces that we are putting together to refine
the Summit goals and to track progress toward them. I think Bruce offered to put together a meeting of
federal agency representatives to discuss the Summit, and we would like to do that as soon as possible in
the new year. We would also appreciate any input you might have on individuals to serve on the Task
Forces, which are being organized to respond to the following five goals:
1. Caring and supportive mentoring relationships in the life of every young person (i.e. 2,000,000
additional mentors by the year 2000)
2. Education that prepares the coming generation for productive employment, economic fulfillment and
good citizenship (i.e. 2,000 additional students reading at grade level by the year 2000)
3. A healthy start in life and encouragement of healthy behavior (i.e. 2,000,000 additional children
having access to health care by the year 2000)
4. Safe and decent places to gather, learn, work, play and live (i.e. 2,000,000 additional children and
youth engaged in safe group activities by the year 2000)
5. Inspiration and opportunities for everyone - young and old - to give back to others through service
and to contribute to the common good (i.e. 2,000,000 additional youth engaged in community service
by the year 2000)

Here is a draft of a letter soliciting applications for local delegations to attend the Summit. I believe we
need to have a letter ready to go by next week, so we will need comments by Friday a.m. at the latest. You
will see that I have taken the approach of inviting participation in the Summit process, rather than the
Summit itself. Where I had no information, I made something up.
Get out your red pens. Have a Happy New Year!
Dear Community Leader:
Is there a child in your community who lacks the basic
conditions that make it possible for him to succeed? A caring
and supportive adult in his life? A safe and decent place to
gather, learn, work, play and live? Access to health care,
education, and the connection to economic opportunities? And the
chance to appreciate his own value to the community by giving
back to others through service?
If we are to ensure that every child growing up today has a
chance to succeed, we must reach beyond the government and social
sector resources traditionally available to help. Throughout
history, Americans have risen to the challenge by going their
share during times of war, or to stamp out polio, or protect our
environment. Now it is time to call on every American to turn
the tide for our children.
Many communities are finding that in order to respond to the
growing crisis facing the next generation, that they must come
together, putting aside traditional rivalries, ideologies, or
turf. Some have set specific goals, and assembled all the
resources of the community to craft a strategy to achieve them.
Whatever the goal, whatever the strategy, it is no surprise
that these efforts often call for new resources. And whatever
its demogaphics, whatever the need, virtually every community has
an important resource that is often overlooked: the time,
commitment, and caring of ordinary citizens. Study after study
makes clear that the average American is prepared to do more, if
only someone would ask and show that she can make a difference.
Together with President Clinton and former President Bush
(Carter, Ford?), we invite your community to take part in a
nationwide mobilization to turn the tide for children and youth.
This effort will be launched in April with a national Summit to
be held in Philadelphia involving the President and all living
former presidents, as well as governors, mayors, business CEOs,
nonprofit leaders, educators, religious leaders, and others
seeking a quantum leap in the level and effectiveness of citizen
action.
Through this mobilization, national organizations,
corporations, and others will make commitments to support
communities working toward achieving five basic goals, which are
now being refined by teams of experts:

We will track progress toward these goals over the next three
years, and help communities be in touch with others who are
undergoing similar efforts.
Should your community be part of this national mobilization?
We expect communities making the necessary commitment to benefit
from being part of a nationwide network of local teams, experts,
and others who can share what they know and what they have
learned to support one another's efforts. Communities may gain
access to resources made available by national organizations,
foundations, corporations and others to support the process. We
will provide tools that will help you and other local leaders
work together to develop a strategic plan for your community.
Your efforts may enjoy increased visibility by being part of a
national effort. And 100 community teams of up to 10 people will
be selected by a blue ribbon panel to participate in the national
Summit in Philadelphia, April 27 to 29, along with the President,
former presidents, and more than 1500 others participating in
this groundbreaking effort.
To participate, you and other leaders in your community will
need to identify a local development team composed of individuals
representative of local government, business, education, social
services, volunteer organizations, youth, parents, and others
whose individual or institutional affiliations put them in a
position to influence positive change. The team will be
responsible for setting goals for your community, planning a
local summit, developing a strategic plan, and tracking progress
toward your goals. You will need to fill out the attached
materials and, to be considered to attend the national Summit,
return them by [insert date].
We cannot promise that by responding you will receive
additional funding or will be selected to attend the national
summit. But we can commit that you will receive copies of the
tools developed to support this process and that you will become
connected to others who believe that increased effective
involvement of community members is a critical part of the
solution to the growing crisis facing the next generation.
It will take extra effort on the part of the leaders of your
community. It may mean new ways of doing business. And it will
require more active and effective engagement of members of your
community. But it will surely make a difference in the lives of
the next generation, and all of us whose future depends on them.

put together a prioritized mailing list to get information out there about the opportunity to
make a commitment and attend the Summit.

Thanks for sending this right away, and for taking initiative to move on the new invitations strategy. However,
I'm afraid that some folks in the field are interpreting this message to mean that state offices will be selecting the
delegations. This presents two problems, that I'm not sure we have handled: we have not gotten back in touch
formally with state commissions to tell them that they will not be selecting the delegations (although I am
assuming that if a state goes through the process that the delegations it selects would likely be chosen); and I
wouldn't want state office directors to be embarrassed if they are reaching out to individuals thinking that they
can get them invited and in reality, have the individuals not be chosen. I imagine we can remedy both by
moving quickly to get something out to at least these two groups (and maybe leadership 18) that clearly lays out
the strategy. Rhonda, you and I should follow up with Stuart Shapiro on this.

After two months' delay, we're finally getting the summit invitations process back on track. You now have
another opportunity to submit names of individuals that you think could convene community delegations from
your state to attend the summit. (The original memo calling for names is at the end of this E-mail. I did not
receive a list of names from your state at that time.)
The current invitations strategy calls for a competitive process by which communities will apply to participate
in the summit. Applications are to be sent out Jan. 8 or 9 to targeted individuals and organizations who have
been recommended as "knowledgeable about community, understand the power of citizen service to solve
critical problems and have the stature to assemble community teams and support follow-up activities."
(Quoted material is lifted from a draft of the invitations strategy that I received from Jim Scheibel on Friday.)
The draft invitations strategy goes on to say that the successful applicant "must demonstrate the
community's understanding of existing problem solving efforts, have some demonstrated capacity to achieve
the Summit goals, assemble a diverse and inclusive community team, and commit to a process to hold a
local community summit to increase the volume of effective citizen service for community problem solving."
What I need from you is no more than 3-5 names of individuals, each of whom could serve as a convener of
a 10-person community delegation. ("Community" is defined as a city, a region or a special population
rural, Native American, etc.)
Two other points to note:

1. Governors will have their own seven-person teams to represent the state as a whole, so they should not be
included on your list.
2. Based on its population, each of your states is slated for one 10-member delegation, with the possibility of
getting one other delegation if a case can be made that the second delegation is reaching a special
population (a unique economic region of your state, Native Americans, rural communities, etc.)
I need for each person on your list of potential conveners the following information:
full name
title and organization
full address
phone and fax numbers
what kind of delegation you're recommending they convene (city, region or special population)
If possible, I'd like to get your recommendations this week so I can get all 50 states' recommendations
entered into the master database by Dec. 20. If this week is impossible for you, please send it whenever you
can (ideally by the end of the year but no later than Jan. 3)!

SUBJECT: Presidents' Summit
As you were notified in August, the Corporation for National Service and
the Points of Light Foundation are planning a Presidents' Summit to be
held in 1997. The summit will convene leaders from communities across
the country who will guide the nation in a three-year process to address
many of the most serious social problems confronting America. It is
anticipated that current and former U.S. Presidents and First Ladies will
be involved.
We would like your assistance in helping to identify communities and
conveners to participate in this event. Communities, which can include
cities, rural areas, or special populations (such as Native American
tribes), should demonstrate a social problem (high teen pregnancy rate,
high unemployment, a major environmental or public safety concern, etc.)
and should include at least one potential convener and other supporting
organizations that could be called upon to pull together a citizen effort
to address the problem. Conveners should possess enough stature in their
communities to allow them to effectively organize such an effort. They
could come from one of many sectors, including government, business,
philanthropic, education, non-profit or media.
Other parts of the Corporation are also assembling names of potential
conveners and communities. Once we have collected a base of names, we
will seek further input from you then. In the meantime, please do not
contact anyone about their potential involvement.
While we understand that this is a tight timeline, we would like your
initial input no later than noon Wednesday, Oct. 9, so that we can

compile a first draft list of communities and conveners. An opportunity
for further input will be available in the future, including at the
upcoming field staff training.
