In April the USDA AmeriCorps Taskforce solicited nominations from the field for six different
awards. The taskforce voted on the nominations based on the criteria established for each award.
It is my pleasure to announce the winners of these awards:

OF RECOGNITION FOR OUTSTANDING SUPPORT AND
EFFORT, WITH THE AMERICORP PROGRAM

This letter is to nominate County Supervisor Mr. Eric Vigil
for supervisor of the year/and or request some special
recognition for outstanding support and effort in reference
to the Americorp Program.
Attached is a copy of a memorandum sent to the four corners
Americorpse news letter. Please use this memorandum as per
the subject request. Also please file in Mr. Vigils
Personal file. Mr. Vigil has done and outstanding job.

Hello! I am Jason DeHerrera an Americorps Member from the
central part of the state, working out of the wonderful
little barrio Bernalillo New Mexico. I just completed my
tour as an Americorps Member as I am sure all of us have. I
think congratulations are in order for all of us for a job
well done. The purpose of this memoranda is twofold.
First, I would like to thank all of you wonderful special
people for being a part of this great program because each
and everyone of you great persons. It was through all of
our efforts that this program achieved for the part the
desired results. All of us should be proud of the
accomplishments and I am sure that those that benefitted
will always be grateful and will never forget those of us
who so unselfishly gave of our free time and talents to
those in need. It was a great year and I wish everybody the
best in whatever they choose to do. Good luck everyone, you
are all great and wonderful people.
Secondly, I would like to take this opportunity to recognize
a very special person who did not need any special or better
training concerning the administration of our wonderful
Americorps Program. I realize that during our last get
together "Our Graduation" a message was conveyed that
identified a possible need to train our supervisors a little
better as to what they need to know to assist the Americorps
Members in a more efficient manner. I realize that this may
have been the case in some instances, however this was not
true in my particular situation. I personally received most
of my project information from my County Supervisor Mr.
Eric Vigil. Mr. Vigil gave freely of his time in and out of
the work place he assisted guided and participated in all
projects including; Cluster Meetings and outlined Projects
pertaining to Bernalillo and Sandoval County. Thank you Mr.
Eric Vigil for everything you taught and did for me. As an
Americorps Member who recently completed the program, I wish
to nominate My County Supervisor Mr. Eric Vigil, as
AMERICORPS SUPERVISOR OF THE YEAR. Mr. Vigil is one of
very few if not the only County Supervisors who willingly
and unselfishly gave of his own free time and talents to
ensure that the Americorps Program was successful at least
within his jurisdictional area. Mr. Eric Vigil is worthy
of this honor and recognition because it was through his
efforts and assistance to me and others that we were able to
get things done for America.

SUBJECT: End-of-Year Awards and Certificates
This is to request your input as to what you would like to see
implemented in the field regarding end-of-year "documents" and to
apprise you of RECD's wants and needs in this area.
BACKGROUND
The RECD anticipates that 3 documents should be developed and
used to certify and provide record for aspects of every
AmeriCorps members' service:
a "Certificate of AmeriCorps Service" similar to a
diploma/suitable for framing, etc.;
a "details" document listing the standard details
of the Members service such as location, supervisor
name and telephone numbers, dates of service, etc.
(the CNS' "Member Exit Form" and End of Term of
Service" OMR forms sort of meet this need in a
cumbersome way); and
an evaluation form of some sort detailing each mem-
ber's performance.
In addition, we feel that some sort of USDA and/or RECD special
award for exemplary service should be developed for a limited
number of AmeriCorps members. A separate-but-related issue is
whether or not there should also be an award for some of the
Feds, particularly the regional facilitators, who have performed
exceptionally. Can we give them an award or recognition separate
and distinct from the normal annual evaluation? And if so,
should we?
DETAILS FORM & EVALUATION
The RECD is not enamored with the idea of using the afore-
mentioned CNS OMR forms as a details document. Rather, we would
prefer to see one USDA-wide form developed (or adapted), ideally
on one 2-sided piece of paper, that would provide details and
adequate space for an end-of-service evaluation.
DEPARTMENT-LEVEL
RECD feels that wherever possible, standardized forms should be
developed either by the Office of National Service for use by all

agencies, or by the agencies in concert with each other so that
each document would contain standardized data elements. The
special award certificate, which would recognize exemplary
service carried out for a given agency, might lend itself to more
of an agency-specific format, if only to emphasize its
differentiation from the Departmental-level certificate of
service.

Particularly, do they have any designs for the certificates and
documents that they either would want us to use or that we could
mimic at our option?

USDA/AmeriCorps Member Finalist For Governor's
Community Service Award
USDA/AmeriCorps member Kristin Korutz received a Governor's
certificate for being one of five finalist in the
AmeriCorps category for the Governor's Community Service
Award. Kristin was nominated for her outstanding service in
ground water risk assessment and education. She and the
other finalists had the privilege of attending a reception
given by the Governor on May 15 at his mansion.
Kristin is one of fourteen USDA/AmeriCorps members who
visits farmers and uses a Farmstead Assessment (Farm*A*Syst)
questionnaire to draw attention to the potential for
contamination of the farmstead's ground water. Based in the
NRCS Sandusky Field Office she covers all of Sanilac and
St.Clair, and parts of Macomb and Lapeer Counties.
As of May 15, she had completed seventy assessments with
farm families and had introduced the program to over 90,000
people. Many farmers have since decided to make changes to
their risky practices.
Her achievements are all the more remarkable because she is
not a native of Michigan and does not come from a farm
background. She has had to attend scores of meetings and
visit many farms to obtain a first hand knowledge of farm
life. "Most of the information I had on farming," she said,
"came from the classroom. I was a Soil Science major."
She has found her work with farmers to be very satisfying.
"The farmers were very receptive to my suggestions. And
farmers are very concerned about the environment; you just
have to keep them updated with the latest practices," she
advised.
Kristin is very happy about her AmeriCorps experience. She
insisted, "It has improved my public speaking and
leadership abilities.' She would recommend the AmeriCorps
experience for every young person. The twenty-three year old
Pennsylvania State University graduate intends to continue
graduate study in Soil Science at Michigan State University
in the Fall.

Partners Who Lead Americorps Team Receive Minnesota Public Service Award
Leadership provided to Americorps members who completed successful projects in
Minnesota has earned a Forest Service Northeastern Area employee and four
partners an award from Partnership Minnesota, an organization that fosters
interagency cooperation. The award recognizes outstanding examples of
innovative governmental and civic cooperative efforts. and highlights
individuals who work well in partnerships. Sharing the award with the Forest
Service are the Minnesota Department of Natural Resources Conservation Corps,
the Central Minnesota Initiative Fund which which conducts community and
economic development projects, the Wesmin RC&D, and the Southeastern Minnesota
Forest Resource Center which is dedicated to environmental education. The
award will be presented by Duane Benson, head of the Minnesota Business
Partnership, on May 8 at the Hubert Humphrey Center in Minneapolis. The
Minnesota Business Partnership consists of 103 chief executive officers of
Minnesota's leading corporations who work with policymakers to create jobs.
Americorps projects that led to the achievement of this award are as follows.

For the Southeastern Minnesota Forest Resource Center, members conducted a
marketing communications campaign to increase community awareness of the
center. They also organized a conference to help Minnesota organizations
plan and manage tourism.

For the Wesmin RC&D, members conducted a river clean-up and a forestry
project to encourage Conservation Reserve Program enrollees to install
riparian buffers and windbreaks with fast-growing, merchantable timber. The
forestry project will soften the economic impact of the Conservation
Reserve Program's declining acreage levels. It also resulted in the Wesmin
RC&D receiving a grant of $250 thousand from the McKnight Foundation to
continue the effort by developing a growers cooperative.

For the Central Minnesota Initiative Fund, the East Central Regional
Development Commission, and the Mille Lace Community Development Corps,
members planned and conducted an effort to assess and report on barriers to
sustainable development in central Minnesota. As a result, a Sustainable
Communities Project was established to implement the report's findings.
Assistance provided by the Forest Service to the Americorps members included
leadership, guidance, technical forestry and natural resources information, and
introduction to contacts and partners in the communities served.

To Whom It May Concern:
According to Webster's New World Dictionary, the word efficacious
means "producing or capable of producing the desired effect; to
be effective." We, AmeriCorps team members Susan Mattox and
Sandra Smith, are convinced that Holly Martien truly epitomizes
this term. Her unending support and tireless enthusiasm shown to
each and every AmeriCorps member have been an inspiration
throughout our term of service.
Turning to Holly for help with different problems that have
arisen is an experience to be treasured for she turns each
"problem" as we see it into a challenge to be faced with
confidence. Holly does not give us pat answers or a simple, "I
don't know," but digs until she finds an answer that will produce
an acceptable solution.
We believe Holly Martien is deserving of much praise, and any
award given to her will only serve to spur her on to greater
service and higher goals for herself and the AmeriCorps program.
Therefore, we do wholeheartedly support and endorse Holly Martien
for the USDA Project Director or the Year Award.

We, the project managers and team members of the USDA-NRCS AmeriCorps Environment Corps of Oklahoma
would like to nominate LeRoy Tull, Project Director, for the USDA Project Director of the Year Award.
First and foremost on LeRoy's list on contributions to our program is his enthusiasm. With the uncertainties we
faced in Oklahoma with the beginning of our program and through the losses of members, LeRoy has always
encouraged everyone to forge ahead with positive attitudes. He always has an upbeat message to share with
members and managers alike, and he is always in control, professional and positive when problems arise.
Secondly, LeRoy proved his dedication to our programs and stood in support of AmeriCorps when others may
have been brushing it aside. He truly understood the Department's commitment to AmeriCorps and tried to convey
this to others at our state, regional and national level. He has also "gone to bat" for our teams (who are now each
down to four members instead of five) to fight for replacement members. Through the budget shortfalls at the
national, regional and state level, we feel LeRoy tried to hold ground for AmeriCorps, even though he may have been
the only one. It has had a positive effect on members and sets a good example, even though we were not allowed
replacements. It has lifted the members' pride in AmeriCorps to know that someone is out there fighting for them
and the program to which they have dedicated themselves.
LeRoy is always timely in getting out information about the program, changes and quarterly and other reports,
and has always offered his assistance to project managers in understanding and completing them. He was also
patient with project managers through the changes in quarterly reporting, but, at the same time, he made sure we
were able to complete them on time.
In Oklahoma, our USDA-NRCS teams have been fortunate to be able to participate in projects and events
sponsored by the Oklahoma Community Services Commission. LeRoy's ability to coordinate swearing-in
ceremonies and training sessions with our State AmeriCorps group has let us meet members and supervisors from
non-USDA AmeriCorps programs, as well as VISTA and Learn and Serve. This has helped further the members'
sense of national identity with AmeriCorps and community service.
Another accomplishment that Project Mangers can especially appreciate is that LeRoy has kept our program up
and moving and even building momentum while being an outstanding USDA-NRCS employee in his other duties. As
Assistant State Conservationist, he is charge of not only special initiatives, but also Strategic Planning and Safety. In
this capacity, he is asked to serve as Acting State Conservationist on numerous occasions. However, LeRoy is still
able to keep focus on AmeriCorps, to check in with project managers and members, answer questions, resolve
problems and inform about opportunities.
While attending Facilitative Leadership training in Washington, D.C., project managers and team members alike
werc able to see the level of competence our state leader has. We felt it was obvious his peers from other states
respect him for his accomplishments and strides with our program. It is under his leadership that our state's projects
have gained recognition nationwide.
The Oklahoma project managers and members are proud to be a part of AmeriCorps and of the work we are
accomplishing LeRoy also allows us to have additional pride in our projects, our agency and our state.

USDA PROJECT DIRECTOR OF THE YEAR AWARD
I would like to nominate Lloyd Wiehelm as the project director of the year award. Lloyd
served the AmeriCorps program as the Four Corners Facilitator. Lloyd works for the
Farm Service Agency in support of AmeriCorps members located with RECD, NRCS, and
Forest Service, in New Mexico, Colorado, Utah. and Arizona. Lloyd truly implemented
the spirit of Team USDA as we entered into the first year of the AmeriCorps program.
We all shared information and data as we received it from our Agencies. Lloyd
coordinated this information and disseminated it to all the State Contacts and AmeriCorps
members. We had a leg up on the AmeriCorps program due to the extraordinary efforts
to promote the AmeriCorps program by Lloyd Wiehelm.
Lloyd led the effort to implement a joint AmeriCorps training meeting for the 4 corners
area which included the four States listed above. Lloyd acquired the meeting facilities,
arranged for most of the speakers, and laid the ground work for two successful training
meetings for 1995 and 1996. In my view point, Lloyd's interest in the AmeriCorps
program is substantial in that the FSA did not have an AmeriCorps program in 1995.
Lloyd had requested an AmeriCorps program for the Farm Services Agency, for 1996 and
almost succeeded in getting it approved.
Lloyd responded in a very positive manner in an effort to resolve problems that were
encountered with the administration of the AmeriCorps program. If we had difficulty in
obtaining forms, Lloyd would obtain them for us. If we had trouble obtaining health
insurance for our members or child care assistance, Lloyd was invaluable in resolving
those problems. It is my viewpoint that the productivity of the 4 corners members was
enhanced due to the oversight of the AmeriCorps program by Lloyd. The New Mexico
State Staff and AmeriCorps members give a resounding thanks for the assistance provided
by Lloyd Wiehelm to promote our AmeriCorps program!
Lloyd was an inspiration as he always had a positive attitude even at times when it
appeared that the AmeriCorps program was under attack, and perhaps not be funded for
future projects. It is my viewpoint that Lloyd Wiehelm had earned the award "USDA
PROJECT DIRECTOR OF THE YEAR AWARD", for his hours of dedication. to
promote the AmeriCorps program while serving as the FSA Four Corners Facilitator.

Steve approached his collateral assignment as coordinator of the
Walterboro Americorps Team in a positive manner. He began net-
working with our normal partners first, e.g. Conservation Districts,
RC&D Council Members, then branched out to include a variety of state
and local governments as well as numerous conservation minded
organizations which included The Charleston Museum, Charleston County
Parks and Recreation Commission and the National Trust for Historic
Preservation. He made preliminary visits with the potential sponsors
and guided the process very throughly from inception to project
completion as well as follow up. I was very pleased to be associated
with the Americorps group because of the excellent projects they
were working on as well as their reputation they have gained as a
group that gets things done. This, I believe, can be contributed
to a large degree to Steve's management of the program.

The Lowcountry Americorps Team in Walterboro, South Carolina proudly nominates Steve Edwards
for Manager of the Year. Steve personifies the Americorps spirit. Our secret pet name for Steve is
"CAPTAIN AMERICORPS!" His positive attitude and commitiment to conservation has had a
tremendous influence on us all. Steve has given much of his personal time and has gone out of his way TO
broadened our carcer opportunities.
Steve has worked very hard to insure that all of our projects run smoothly and has worked in the field
with us on a majority of our projects. On several occassions he has cooked his famous "shrimp boil"
dinner for sponsors and other important individuals. These special occasions allow us to promote:
Americorps, DNR and NRSC.
Steve Edwards is highly respected in our field and has extensive contacts with other conservationists
throughout the state. His influence and coordinating expertise has cnabled us to be enormously productive.
In a "nutshell" we love Steve and believe that he would make a finc recipient for this prestigous award.

We, the USDA, NRCS AmeriCorps team would like to nominate our Plant Materials
manager for Manager of the Year. His insights of the immense environmental needs of the
area and his vegetative solutions to coastal erosion, we feel, shows his deep concern. He
knows that something can be done to slow down the erosion of our wetlands and barrier
islands. Some agencies talk solutions, we attempt solutions through his dedicated
guidance.
The team knows that he took a chance in applying for this AmeriCorps team. The ten
of us put three times the wear and tear on the facility. Our use of their gear, tools, and
machinery causes faster breakdown than without us here. He knew there would be
individuals with personal problems which he would have to deal with. Supervising ten
young adults, most between eighteen and twenty, without previous work experience, work
ethics, and with different backgrounds and personalities could be a hassle. But, he went
for it because he saw needs and weighed the alternatives. We deeply appreciate the
chance he gave all of us to grow personally, broaden our skills, and work for our own
education and toward our future. He has instilled, through the work, an awareness of our
environment and its needs in each one of us. We are each, in our own way, making a
difference in ourselves, our community, and the outlook for the future.
AmeriCorps member, Jean Guidry, stated "Gary is a tough, but fair man." All the
members know this to be very accurate. He is very firm in his expectations of our work.
If we need a little push, he provides it and guides us to the objective with the greatest
efficiency of our time and materials. If a situation changes, he and we adjust to it. We
are not expected to do the impossible. He expects and accepts our best work, whether its
the best anyone else could have done or not. If we give a project our all, then he tells us
that's acceptable and all anyone can do or expect from themselves. His supervision and
training instills in each of us the desire to do this in everything that we do. We never
undertake a job without him telling us what to expect and how to accomplish the task.
Sometimes his schedule lets him come with us. We know before we leave that we are
going to be successful. Sometimes, we go out without him. On these occasions, he is on
our minds and in our actions. Our respect for his leadership grows with each project.
When we have problems with a job or occasionally with each other he settles them fairly.
By looking at what caused the situation he leads us to the solution. If a problem comes up
concerning an objective that we cannot reasonably solve because of other circumstances,
like the fire in La Branch, or sponsors not being prepared, then we simply back off and
find a new objective or other work for the time allotted in our schedule. Typically, we see
a need and find a way to meet that need; then we go after it to get the job done. We run
short on time, not activity.
The members awareness as to where they stand individually as citizens has been
instilled in us simply by observance in his manner. He is truly an encouragement to us all.
We now see our roles in society through him. We know that when we finish our season of
service we will have gained personal growth, citizen responsibility, and a personal code of
ethics which we will carry throughout our lives. Rebekah said, "I can't say enough good
things about Mr. Gary, he's been an encouragement for me to finish school." He is a
leader and a friend. The community will have benefited by the empowerment we gave it to
solve problems. Truly with Gary's management and the teams work we are "getting
things done"!

USDA MANAGER OF THE YEAR AWARD NARRATIVE (KANSAS) :
Rick Martin is the Park Manager for the Kansas Department of
Wildlife and Parks, Kanopolis State Park. He supervises the
AmeriCorps team located at the park. The team is serving to
restore the park facilities and wildlife areas following the
devastating 1993 and 1995 Midwest floods.
Rick is nominated for the manager of the year award because
he has provided exceptional supervision to the AmeriCorps
team. Members problems are identified early and corrective
actions are taken immediately to resolve the problems.
Examples of immediate steps to help members includes:
quickly identifying a mentally challenged member and the
means to accommodate the member's needs, ascertaining that a
member was being harassed while off duty causing her to miss
days of service and not perform well, dealing with a member
who had lost his driver's license due to a third drunk while
driving offense, and working with two members who initially
did not get along.
Martin has volunteered his park staff and facilities several
times as a resource to be used in holding USDA-AmeriCorps
meetings for special events involving all the Kansas USDA
teams. He and his staff have donated food and resources to
help accommodate the USDA team's needs while at the park.
Rick has taken a very personal interest in helping his
members while serving at the park and also away from the
park.
He has made a special effort to accommodate the specific
needs of a non-citizen member of the Kanopolis team.
The Kanopolis team has, as a result of Mr. Martin's
leadership, received special equipment operation safety
training.
The Kanopolis team has, with Mr. Martin's leadership,
completed in excess of 95 of the team's goals for the
restoration of the park facilities and wildlife area.

Dear Joel;
I am nominating Kathy Mazzuchelli as a candidate for the manager of the year
award. I feel that Kathy has done a great job as a manager for the Americorps program.
Because of her hard work she has been able to help myself in doing the best job that I
can for Americorps. This is our second year in the Americorps program. All throughout
the State I constently hear high praise for Kathy, and I have heard that our program in
Caribou has generated a lot of volunteers and other programs have worked with us
because of the simple reason that Kathy is involved in a lot of the programs in the
Caribou area. She has personally helped me in acheiving the community objectives that
she set out for me. Kathy has also given me a great place to work and grow. She has
given me a computer, telephone, office space, and a vehicle when needed.
Kathy has also let me do my own thinking and she also let me change some things
that have made my job more efficient and effective.
Some of the other things that Kathy has done for the Americorps program and
myself. Is she has spent many days working overtime for the program while she has her
own job to do. Kathy has also sent me on trips to further educate myself in the field of
trails and water quality workshops, these expenses have come out of her own budget.
I understand that you will have a lot of candidates for these awards. but I feel that
you should seriousely consider Kathy Mazzuchelli as the manager of the year award.

To whom it may concern:
Susan Mattox and Sandra Smith would like to take this
opportunity to nominate Steve Nipper for the USDA Manager of
the Year Award. We feel Steve Nipper has been an exemplary
manager for the U.S.D.A. Farm*A*Syst program carried on in
Monroe, Louisiana.
The excitement he generates from his enthusiasm is
contagious. He radiates a passion of support for the
Agriculture Community here in Northeast Louisiana that is a
challenge to anyone who works with him. We respectfully
refer to Steve as 'The Nipper Man', for he will indeed nip
at our heels if we are not doing our best possible work. We
have yet to see him come into our office and not rattle off
a list of promising new ideas. He never once gave up on the
program, always a constant source of support and
encouragement.
Our favorite Nipper Man story goes like this:
We had spent a couple of days riding around Northeast
Louisiana with Steve meeting different people we would be
working with in the coming months. Steve could not help but
talk endlessly about the different conservation practices he
saw in use as we passed field after field. Susan, who has a
double major in Sociology and Psychology, (not at all
interested in farm practices! OK!) is about to nod off in
the back seat when Sandra makes a totally unnecessary
comment about the color of soil we are passing. Steve then
precedes to wheel the car around into the field,
enthusiastically scooping up large clumps of mud, and
proceeds to dump equal portions into our hands. We then
received a brief (thankfully) explanation of the soil in the
area, while standing there admiring the mud so appalling
placed in such a ceremonious fashion into our manicured
hands. Sandra will never forget the look of incredulous
astonishment on Susan's face, or the completely unaware
manner in which Steve proceeded to explain the relative
merits of Sharkey Clay soil in East Carroll Parish.
Steve Nipper is what all organizations need to accomplish
great goals and to inspire dedicated followers.

Bettye W. Oliver should truly be awarded for her efforts as USDA Project Manager.
She exemplifies the greatest leadership abilities that can move any team forward. Bettye Oliver
is very caring, honest, fair, committed, and willing to go that extra mile to make sure the job
gets done. She is the epitome of all Project Managers.
Oliver exemplifies a perfect 10, when supervising her Mississippi AmeriCorps Team.
Although, members are scattered throughout the State, she always finds time to make sure
everyone is performing their specified duties. She always finds the time to call her team
members to find out how they are doing, and what they are doing. If their is ever a problem,
she goes to the root to find out the cause, and iron out the differences. Oliver has worked with
all twelve members on a one on one basis to help them succeed at what ever they were doing.
One purpose of AmeriCorps is to promote active citizenship amongst members. Oliver
has made sure that her members develop and improve their citizen skills by encouraging them
to go that extra mile, when serving their communities. Oliver enforces the ethic of
AmeriCorps, which is getting things done, opportunity, responsibility, and most of all
community. She encourages members to seek out their goals, and she occasionally helps them
implement them. Oliver has often made site visits and physically participated in hard labor
alongside members.
Bettye Oliver is a very democratic leader. She never tries to force her members to
perform their services, but encourages them to get things done. If members need a pat on the
back, she always extends her helping hand. She listens attentively, as if all things matter. Her
smile encourages the members to smile too. Her enthusiasm and pride in her AmeriCorps
team is enough to make anyone feel the same way. Bettye W. Oliver is the motivating force
behind her Mississippi- AmeriCorps Team and together they get things done!

INDIVIDUAL AMERICORPS MEMBER NOMINATION Luling, Texas
Ray Bailey III (Trey) became our AmeriCorps volunteer in Luling on
October 1, 1995. He has been the catalyst to bring together other volunteers, the
City, the Chamber of Commerce and the merchants to realize the fulfillment of
longterm plans for downtown revitalization in Luling.
Our initial application was for two volunteers, with one working with
youth activities and one downtown revitalization. When only one position was
approved, we chose to focus first on revitalization with a secondary emphasis on
youth activities. (See Revised objectives - November 1995.)
Luling leaders have long wanted to beautify the downtown Davis Street
area with antique street lamps to attract more tourists from the busy highways
that intersect the 5 block area. Trey researched the availability of lamps; worked
with the City and a contractor to develop plans for underground utilities and
brick islands; and presented the plans to the City, the merchants and the general
public. He then mounted a PR campaign through the Chamber of Commerce to
seek donors of 20 lights and benches to be installed on brick islands. Within a
matter of weeks, the program was over-subscribed.
Through December 1995, Trey worked with city crews every weekend
except Christmas to install the underground electric lines. He coordinated the
contracting of brick islands, and personally drove the 120 mile round-trips to get
the lights and benches; making several trips with his own vehicle and trailer.
Interested investors started to take notice of the empty historic buildings. Trey
was available to provide data to prospective buyers and tenants. A year ago, about
50% of the 5-block area was vacant. Now, only two buildings remain available.
Renovations of building fronts have taken place all along Davis, and the
enthusiasm has spread to include the Pierce Street business area as well. A
dedication ceremony, with donors, dignitaries and the school band, is planned for
March 30, 1996 - all coordinated by Trey.
Luling's sales taxes have started going up and were up almost 35% in the
most recent month over the same month last year.
Trey has also secured plans, advertised for bids and supervised the build-
out of a Chamber of Commerce office and visitor center in the Oil Museum on
Davis Street.
He has worked with the youth activities volunteer board to create a plan
whereby the City would hire a parks and recreaction director in the new fiscal
year starting April of 1996. He also secured a $600 donation from the Lions Club
for the program.
He has successfully held the first merchants association organizational
meeting, with 19 merchants present.
Whenever hands or leadership are needed, Trey is there. He has provided
the follow-through support that volunteers have needed to realize their goals.

In the short time Delores Druilhet has been with the St. Mary
Community Action Agency, she has proven herself an asset to our Housing
Department.
As a member of the Housing Department team, she acts as Emergency
Shelter Clerk, assists in screening clients for utility assistance, homeless and
homeless prevention, writes grants for funding of different projects and
assists with commodity distribution.
A very pleasant person, she greets all of our clients with a smile and
immediately stops what she is doing to offer them assistance. She completes
all tasks assigned to her in a timely manner and never hesitates to offer
assistance to her co-workers. Also, Ms. Druilhet accepts additional
responsibilities cheerfully and willingly.
Ms. Druilhet is dedicated to the improvement of our parish. To this
end, she has donated over 800 hours to various community projects, as she
realizes change can only come about when one gives unselfishly of one's time
so others might become empowered to help themselves.
Ms. Druilhet exhibits the qualities all Americorp members should
have. At St. Mary Community Action Agency, we feel that you cannot find a
more outstanding representative of the Americorp ethic than Delores
Druilhet. She, indeed, "Gets Things Done."

Lisa began her service by having to relocate from the secure and
comfortable surroundings of her family and friends in Louisville,
Kentucky, to the site of her host, "Operation Pride", in Bowling
Green, Kentucky. It appeared at first that Lisa would be unable
to accept the offer and serve as an AmeriCorps member because she
was unable to locate housing in a price range that was within her
means. However, with the help of her site supervisor, Kathie
Curtis, a rental unit was located that she could afford.
Lisa's objection for the "Year of Service" was to organize 120
volunteers to assist in implementing "Neighborhood Pride"
projects. Her term is approximately 60% complete and she has
already exceeded her goal by accomplishing 110% of her stated
objective.
Lisa has totally organized a Spring Clean-Up project which
consists of the following three phases:
PHASE I: Trash Pick-up
Picking up litter, removal of tires, furniture
and appliances
PHASE II: Cutting Brush and Overgrowth
Cutting brush and overgrowth and trimming trees.
PHASE III: Repair Affair
Repair the exteriors of owner occupied houses only;
such as painting, porch stabilizing and repair, roof
repairs, windows, etc.
This has been a very time-consuming task for Lisa which has
involved a lot of night meetings, etc. Listed below are some of
the reasons why I think Lisa deserves this award:
One Community Service Member (Lisa) has organized 100
volunteers to participate in this Spring Clean-Up;
Gathered a broad-base of support from business to provide
donations and supplies;
Arranged with homeowners for the above mentioned repairs;
Has initiated a sense of PRIDE by making the community
citizens responsible for their community appearance;
Promoted the AmeriCorps program through the news media (see
attached).

The Senior Citizens' Centers have been little more than a place where our older
citizens have come to eat, have a little conversation, and, perhaps a little nap.
Through Ms. Moore's efforts the centers are now livelier, the minds and hands are
more engaged, and there seems a new atmosphere whenever one walks into the Senior
Citizen Centers. The questionnaire above asked if she'd saved any lives. Perhaps
not literally, but her efforts have certainly improved their quality of life.

INDIVIDUAL AMERICORPS MEMBER AWARD NARRATIVE (KANSAS) :
Milton Nokes is a member of the Topeka Aquatic Stream
Habitat Restoration Team and is nominated for the individual
AmeriCorps member award. Milton has donated numerous hours
of community service beyond his normal AmeriCorps service.
He has provided significant loadership to his AmeriCorps
team members in the area of community service.
Milton has been a key factor in his team's accomplishments
exceeding 95 percent of their goals.
Milton has demonstrated a high degree of capability in
working with his fellow team members and other USDA and non-
USDA team members. He played as key role in developing and
presenting a 5-hour program for all Kansas USDA-AmeriCorps
members on conflict resolution.
Among the community activities that Milton engaged in are:
visiting with elderly patients at the Shawnee Mental Health
Agency, meeting with over 10 male members of the Topeka
Presbytcrian Long Term Care facility, communicating and
formulating plans for the exchange with the members of the
Bridges Across the Heartland AmeriCorps team, leading the
team in its service with the, "The Names Project AIDS Quilt
Memorial."
During his service with the Names Project, Milton had to
deal with a group of citizens (Rev. Phelps) that expressed
dissenting opinions of the moral issues regarding AIDS.
Milton has effectively demonstrated a very strong "ethic of
service" as evidenced by his willingness to provide extra
effort and his significant extra community service
activities. He has been an outstanding representative of
USDA and AmeriCorps.

Dorothy has served the Americorp Program well by organizing
and implementing a newspaper recycling program and by involving
local citizens, governmental officals and private corporation
in a joint effort to develope jobs and carry out the mission
of the project. Dorothy also works with "At Risk Students"
to help them become better, more productive citizens. We
strongly support and recommend Dorthy Reaves for this award.

Chanel Richards is a second term member and has demonstrated tremendous
growth. During her first term of service, she was very timid and
reserved. I have observed her as she took constructive criticism and
made lemonade out of lemons.
Chanel emerged as the natural leader for the USDA-RECD Mississippi Team.
She has chosen a pathway of self-confidence and high self-esteem.
Chanel demonstrates a positive state of mind, recognizes and
acknowledges the perspectives of others and participates in a unique way
in improving the quality of life for others and in particular, the
community where she serves. She has a keen sense of humor and has fun
as she "gets things done" for Rural Mississippi!
Chanel needs very little supervision and is always eager to get things
done in her service area as well as in the communities of her team
members. She encourages her team to exercise responsibility in their
respective communities and shares the AmeriCorps Opportunity (i.e.,
service and educational benefits at community gatherings. She serves as
the liaison between USDA-RECD/AmeriCorps and the Mississippi Commission
for Community and National Service.
Chanel, truly exemplifies the word, "service" Her accomplishments
have reflected favorably upon her and her family and have brought

As & second term AmeriCorps member, Julie has demonstrated high personal initistive
and a keen sense of service to the project and community. Julie is an outstanding
example of how AmeriCorps is envisioned to serve society. She is a role model for other
members and the program. Julie has been involved in several state-wide and multi-state
programs to showcase and explain the AmeriCorps program. Julie has succeeded in involving
a broad base of project supporters throughout northeast Minnesota resulting in highly

Susan Terrebonne began her service with the Louisiana Coastal Wetlands Environmental
AmeriCorps Team in November, 1995. Susan applied and came on as a team member. I
have recognized in Susan a devotion for coastal wetlands conservation issues and
leadership qualities. I have given Susan responsibilities and charges that she did not
pursue or ask for. She has readily accepted responsibility and demonstrated by actions
that she would make a very effective team leader. Her energy and devotion to coastal
conservation efforts and people are an excellent attribute for team leader. As a result of
her unselfishness and dedication to the team Susan has been appointed team leader for the
Louisiana Coastal Wetlands Environmental Team. Susan has performed duties and
responsibilities beyond expectations. Susan is very cooperative and she takes an active
role to get things done on a daily basis. Though she started as a team member, she has
gained the respect and devotion of the team members. Her enthusiasm has spread to the
rest of the team. Susan takes an active roll to learn new skills and take on new challenges.
She is very community minded and volunteers much of her own time to community issues.
Susan attended the Facilitative Leadership training that was sponsored by AmeriCorps.
She has actively utilized many of the ideas and concepts addressed in the training. I feel
this has facilitated team building and comradery among members.
Our work is very demanding requiring physical stamina. Working in the marsh is often
harsh and requires a dedicated individual that truly believes in the efforts necessary to
carry out our mission.
Susan has taken the initiative to carry out a letter writing campaign to promote USDA
AmieriCorps and solicit partnerships and sponsorships that move the team to getting
things done. She has organized and lead the team in visiting high schools. The team has
visited five schools to date. Programs presented have been well received. This has led to
request by teachers for the team to return to address a greater number of students.
We have an excellent team and Susan has been a driving influence to make the team as
effective as it is. I am fortunate as the team supervisor to have an effective and motivated
team leader such as Susan. I believe the devotion that Susan has demonstrated to
AmeriCorps, the environmental team, and our goals deserves recognition.

Ms. Rosie Watkins is the only AmeriCorps Member involved in implementation of the
Strategic Plan of the Crisp/Dooly Enterprise Community. Her mission is to work with
other community organizations and volunteers to implement youth development activities
described in the Strategic Plan. She has accomplished that mission in a superb manner. In
less than 6 months, she has met objectives that were designed to be accomplished over a
period twice that long.
Some of her most significant accomplishments are:
She conducted 11 workshops on teen pregnancy prevention and dropout
prevention. Over 390 youth participated.
She is organizing a Teens Against Teen Pregnancy task force. To date, 33 teens
from our two counties' high schools have volunteered to serve.
Over 60 adults of varied racial and socio-economic backgrounds have joined her
family mentoring task force. School officials have helped her identify youth who
will benefit from the mentors' efforts.
With the assistance of other AmeriCorps Members in Georgia, she conducted
youth rallies in all our counties' high schools and middle schools. The focus was
on making right choices. Topics discussed included dropout prevention,
pregnancy prevention, and AIDS prevention. During the rallies, she reached over
2900 students. I received extensive positive feedback, largely unsolicited, from
school administrators, faculty, parents of students, and students. During these
rallies, Ms. Watkins demonstrated that to a far greater extent than most adults, Ms.
Watkins gains and holds the attention of her youthful audiences.
One of the reasons youth respect Ms. Watkins and listen to her is that she has "been
there." She grew up in a welfare family and was herselfa welfare mother. She determined
to escape this cycle of dependency and did so. A key component of her message to youth
is, in effect, "I overcame obstacles, I made it, and so can you."
Another reason for her success is that Ms. Watkins has boundless energy and expends
most of it helping others. For example, in her "spare time" last December, she organized a
Christmas celebration that provided boxes of food and an evening's entertainment for over
70 needy families.
Rosie Watkins is one of the most effective community servants I have known. She is a
truly outstanding ambassador for the Enterprise Community program, the USDA and the
AmeriCorps. I strongly recommend her service be recognized with an Individual
AmeriCorps Member Award.

At the Nature Museum, Lena has shown adeptness at teaching science to children. She has
shared her knowledge with her co-workers. She has assumed leadership roles in scheduling and
training new volunteers to the program. She is an excellent role model for other volunteers as
well as the children she teaches. Lena is enthusiastic about her work and passes on her spirit to
the children with whom she works. She shows initiative in solving problems that arise during her
shift and makes suggestions as to how we can improve our programs and training procedure.

USDA-AMERICORPS ENVIRONMENTAL CORPS TEAM AWARD NARRATIVE
(KANSAS) :
The Cheney Lake Parks and Wildlife Area Restoration Team
serves to help restore the high use Cheney Lake recreation
and wildlife area to it's functional use as it existed prior
to the devastating 1993 and 1995 Midwest floods.
The team serves with Kansas Department of Wildlife and
Parks, a partner State agency. The Cheney Lake team is
nominated for the outstanding team award in the
"environmental corps" category because they have fully
focused on their park and wildlife area restoration goals
and have achieved in excess of 95 percent of their project.
The team has been involved in restoration of picnicking and
camping facilities plus fish and wildlife areas as well as
extra community service activities. In addition to
restoring facilities the team has cleaned up and removed
large amounts of debris left behind by the flood. The team
has functioned well under the leadcrship of the designated
team leader.
The team possesses significant diversity with gender, age
and social and religious background. While not ideally
compatible initially, the team matured quickly and became a
very compatible and effective unit.
The forte of this team is its ability to Get Things Done and
provide community service above and beyond the needs of
Cheney State Park and Wildlife Area. Their service beyond
the call to duty began with their first day of service.
Member Kari Hacker suffered the first USDA-AmeriCorps
injury, while doing extra community service, shortly after
the mcmbers were sworn in. Shana Martin co-presented the
conflict resolution class to USDA/AmeriCorps members. The
team has been exemplary in its various extra community
service activities which include service with: Wichita
Veterans' Administration Hospital, Hutchinson Hadley Day
Care Center, Wichita Children's Home, Wichita Catholic Adult
Day Care Center, Dillon Nature Center, Kansas Health and
Safety Extension Corps, and making sausage for a community
feed in the nearby town of Pretty Prairie.
When called upon for help, the team is there. when a grass
fire began in Cheney State Park and threatened much of the
park including as sail boat winter storage area with nearly a
100 boats, members joined volunteers from nearby communities
in putting it out.

The USDA/AmerICorps Chicago Environmental Action Team assisted the
Lincoin Park Boat Club In 8 community outreach program - now Called Open
Boats - In which team members first learned boating and rescue skills In
canoes and kayaks and then taught children to paddle. Two hundred children
from Chicago's inner city learned boating from the team.
The program took place in the summer of 1995: at that time it was an
unnamed pliot project. Half a dozen groups initially appeared to take part,
but only the USDA/AmeriCorps team stayed with the program; the others
quickly dropped out. The USDA/AmerICorps team came regularly for their
training and soon achieved expertise in bosting skills. They then served ably
as Instructors and lifeguards to the children who came after.
The program was highly successful, largely due to the USDA/AmerICorps
contribution. This year it has a name and will be four times larger. The
USDA/AmerICorps people will have full charge of 8 new mobile project in
which they will transport 8 trailer load of boats to parks on the city's south
side, and they will teach children to paddie there.
The fact that we achieved 100 percent of our objective was effectively a
given; It wasn't even that difficult. I must give special credit to Mike
Thomas, the team liaison, end to Cerzelle Pritchett, project coordinator. I
consider them well proven, and I have total confidence In putting them fully
in charge of the new mobile project.

The team members of Americorps greatly contribute to the functioning of the Nature Museum.
Without their contributions, the number of children we could serve would be significantly
lowered. The team members easily adjust their schedules to ours and have become valued
members of our team. They are able to schedule and organize themselves independently, and
after training, are able to work with a minimum of supervision. The Americorps team seem to get
along well with each other and never fight over who will teach which program. They demonstrate
a high level of cooperation.
On several occasions, when the museum has been short staffed, team members have stayed for
extra hours in order to provide assistance beyond their normal tasks. In addition, members have
helped staff a booth at a volunteer fair and have written articles for our volunteer newsletter. The
entire team has shown enthusiasm and commitment for the goals and efforts of the museum.

It has been my pleasure to work with the USDA AMERICORPS/CHICAGO ENVIRONMENTAL ACTION
TEAM. The team has been instrumental in the development of a number of greening
projects: community and school gardens in the city of Chicago. Their work has been of
the highest quality and all team members exemplify AMERICORPS' mission.
Team members worked with my staff at 30 public schools last year providing assistance
through Project Green Thumb, an Indoor Gardening School Project. Teachers commented
that team members were knowledgeable and related well to their students.
I highly recommend the Chicago Environmental Action Team for the USDA AMERICORPS Team
Award.

To Whom It May Concern;
I am writing this letter in support of the nomination of Ms Carzella Pritchard and the
Chicago Environmental Action Team for the USDA Americorps Team Award.
Ms. Pritchard and her "team" have established themselves as a valuable part of Kennicott
Park as well as the surrounding communities of North Kenwood -Oakland and Hyde Park. Their
contributions have been endless, completing tasks with a team spirit that is a model for any
organization. They have extended their manpower, mobilizing to at a moments notice to turn the
most difficult pressing situations into another problem solved. Ms. Pritchards' team has been the
perfect example of the level that can be achieved by the well organized, courteous, hard working
people that make up The Chicago Environmental Action Team. For these reasons I believe Ms.
Carzella Pritchard and her Team should not only be nominated, but should be awarded the USDA
Americorps Team Award.

Dear USDA AmericCorps Taskforce,
I am writing to nominate the team of AmeriCorps workers who
helped us on our Outdoor Learning Center. The finished product
that we have as a result of their efforts is impeccable. Their
work and craftsmanship have breathed new life into a project that
was snailing along. The team, under the leadership of Sherell
Stevens, was friendly, courteous, professional and quite effective.
The work done was to our needs and every suggestion made by the
team added characteristics to our Eagle Trail. Every minute at our
school was spent working diligently. Thanks to the manpower and
experience of this team, Cottageville Elementary School has a trail
complete with two amphitheaters, recycling bin, outdoor classroom,
and many new options for future additions.
To cap off a wonderful finish, the team returned to our school
to tell the students about AmeriCorps and their involvement. At
the end of this visit they helped us build our recycling bin,
discussed the purpose of the bin, and assisted in starting this
learning station. I can not think of a more competent team to
receive this award.

The Louisiana AmeriCorps Coastal Wetlands Environmental Team began service in November,
1995. Objectives were set to address vegatative needs for coastal environmental issues. Though
aggressive objectives were set the team has performed well beyond expectations. The wetlands
team has accomplished nearly half of the objectives set for the program in just over four months
of service. Several additional objectives have been set and completed since the team was
formed. The ten member team has made an impact on our coastal communities in their short
time of existance. AmeriCorps was unknown to most when we started. Residents and
community leaders have seen the work perfromed by the wetlands team. Many have stopped by
work sites to express their appreciation for the teams efforts. This team continually strives to
do more.
The wetlands team began with differing attitudes, and expectations. Most of the members began
not with a notion of serving communities and contributing to our nations welfare but rather that
this is just a job with a paycheck. The team now demonstates pride, condidence, and a sense of
accomplishment that positively impacts our communities. The members have truely become a
team that exemplifies USDA AmeriCorps.
Vegetative projects associated with coastal wetlands are generally harsh and difficult
environments to work. The team members are often working in mucks literally waist deep, or
areas infested with biting, swarming insects. The work is laborous, and dirty requiring stamina
and strong will. The team members show up each day, perfrom work necessary to accomplish
tasks and never complain. The team exhibits positive and can do attitudes no natter how hard or
harsh the work assignment. They show pride in their work and always strive for more challenging
projects. They are now showing initiative to take responsibility to carry out tasks on their own. I
have confidence in their abilities to carry out tasks with little supervision. This reflects individual
pride and confidence in their work.
The team has written their own newsletter which they call "AmeriCorps Team Talk". They have
visited five high schools to date. The school visits have drawn further interest by teachers which
are requesting additional visits to their classes. The team has assisted the Golden Meadow Plant
Materials Center by propagating over 20,000 plants for study and stabilization projects. The team
assisted one local community by placing over 1500 discarded christmas trees for shoreline
stabilization. The team has cut and cleared approximately three acres of weedy tree species for
swamp creation and demonstration plantings. These are just some of the efforts above and
beyond identified objectives. The team continues to solicit more activities for which they can
taskle, and be challanged. This team truely exemplifies the mission of "getting things done". I am
proud to be associated with the wetlands environmental team and I sincerely feel their efforts and
accomplishments deserve recognition. USDA AmeriCorps and Louisiana can take proud in the
individuals and accomplishments of the Louisiana wetlands environmental team.

This team has cooperated and gotten more work done than
ever expected. They have actually bonded like a family and their
visions are real and creative. Good work attitudes have been present
even when labor is hard and repetitive. Great ideas come forth on
building bridges, creating signs, and initiating community service
activities such as giving blood and organizing tree planting days.
Four team members gave blood as a group. Video, color slides
and pictures have been taken at all times by the team to document
each project activity. The team adapts well to additional project sites
and works well with other staff at project sites. The diversity of this
group accurately represents the population of the area. The team
leader has the respect of other team members and uses skills learned
in the Facilitative Leadership Workshop to resolve conflict and obtain
input from entire team.
This team has been a great pleasure to work with and has done
some outstanding work thus far.

We love to pat ourselves on the back when deserved, and Team
U.S. D. A AmeriCorps is a great place to start. We
respectfully submit our comrades, Louisiana Team U.S.D.A.
AmeriCorps, to receive a Team Award. We have never been so
honored or more proud to be a part of such a team effort.
I don't believe that any one of us singularly desires or
deserves the recognition for the great strides we have been
able to accomplish as a team. We are an eclectic group,
consisting of a wide range of ages, nationalities,
socioeconomic groups, and political preferences. Get us
together and we merge as an eclatic group we are all proud
to be a part of, Team U.S.D.A. AmeriCorps.
The team consists of ten members working to restore
Louisiana's coastal wetlands, five members working to
coordinate the installation of 35 dry fire hydrants per
parish across Louisiana, three members working to increase
awareness of and reduce the risk of groundwater pollution,
six members working in Empowerment Zones, Enterprise
Communities and Champion Communities to strengthen and
promote growth and development, and eight members working in
RECD offices implementing outreach and community service
activities in conjunction with the local offices.

The RECD - USDA Louisiana Team is a dedicated group of individuals.
Although working on various and diverse projects around the state,
they remain a close and organized group, due to the many Team
meetings and training sessions. They hold reqular cluster meetings
which also helps enable them to learn more about each others
proiects and offer support when needed.

Mississippi USDA/RECD*AmeriCorps Team
The Mississippi AmeriCorps*USDA-Rural Economic and Community Development
(RECD) Team should win the Team Award. This team represents the spirit of AmeriCorps by
promoting opportunity, responsibility, community, and they get things done. The team
represents diversified ages, educational backgrounds, gender, and races. They are more than
leaders, and are great followers. They have gone above and beyond their call of duty to get
things done for Mississippi. In doing so, members have made many out of pocket donations in
order to fulfill their objectives and rescue their communities. The following information will
help to explain why this team deserves this award.
USDA/RECD AmeriCorps Members engaged 130 volunteers in over 1,400 hours of
renovating a dilapidated community center, environmental, and recreational projects. Members
have held rural housing fairs in which they have educated 25 residents on the different sources
of RECD rural housing loans and grants, and other agencies that sponsor housing assistance.
They have repaired an elderly woman's home, in which they helped to receive a repair grant to
remove safety hazards. One member tutors 7 elementary school students with self-esteem,
behavior, and academic problems. Another member is tutoring 44 junior high and high school
students.
Members located in the Empowerment Zone/Enterprise Communities (EZ/EC) have
helped 42 volunteers become a certified board of community educators regarding the EZ/EC
initiative by setting up train the trainers workshops totaling 640 volunteer hours. They are
also helping Welfare mothers become self-sufficient. In a different perspective, one member is
promoting economic development by increasing a database from 265 to 1, 062 retirees
inquiring about relocation to her community. She recruited 3 of 30 volunteers that have helped
in recruiting the retirees. Other members have held after school environmental enrichment
programs. And another member has recruited approximately 110 parents into an after school
program for parents of at-risk youth to help them deal with children more effectively.
In addition, these Mississippi USDA-RECD Team Members volunteer in several other
organizations besides AmeriCorps, which is a sign of great citizenship. The above stated
accomplishments represents why this team deserves the Team Award for the priceless service
they have provided for the love of their communities.

USDA AMERICORPS RURAL DEVELOPMENT TEAM AWARD NARRATIVE
(KANSAS):
The Topeka Aquatic Habitat Stream Restoration Team is nominated for the USDA
AmeriCorps team award in the rural development category because of the success
it has had in accomplishing a diverse set of objectives for both rural and urban
project settings. The team is working jointly with the City of Topeka, and the
Shawnee, Wabaunsee, and Osage County Conservation Districts to restore high
quality aquatic stream habitat in the three county area.
The team is assisting the Shawnee, Wabaunsee and Osage County nonpoint
source pollution prevention efforts by implementing projects that reduce stream
channel bank erosion and enhance riparian corridor habitat in the three county
area.
The team is a diverse gender, age, and social background group.
The team rotates it's team leadership responsibility between all the members and
have functioned well with that method of team operation.
Team accomplishments have exceeded their project goals. The team has worked
with the city of Topeka and Shawnee County Conservation District's nonpoint
source pollution prevention manager to mark over 1200 storm drains with "No
Dumping . Drains to the River". This team has developed a public service
announcement presentation with slides and has convinced the Topeka area movie
theaters to show them prior to movie previews. It is estimated the message will
be communicated to over 200,000 movie goers of all ages in the Topeka area.
The team has developed an effective slide presentation that demonstrates what
the team is accomplishing. This slide presentation is used as an example of how
stream habitat can be restored and how a group like AmeriCorps can accomplish
the task.
Examples of their service includes: speaking to students about the environment
and helping the disadvantage. Examples of helping the disadvantaged include:
weatherizing homes for the elderly; helped the Salvation Army, Topeka Rescue
Mission, and Red Cross; assisted physically disabled and impaired children, painted
at a Ronald McDonald's house, helped at the Topeka Battered Women's shelter.
Other agency beneficiaries of the team's community service include: Helping
Hands Humane Society, Topeka Day Caro Association, Wildcare, Cornerstone
Agency, Shwanee County Health Agency, and the Presbyterian Manor.
The Topeka team is truly one that "get things done."

The Walterboro Americorps Team exemplified what the National Community
Service Program is all about. The 4 members of the team were very dedi-
cated and eager to learn new things about the projects.they worked on.
In Charleston County.the team accomplished 2 highly visible projects.
One was a water management study for the National Trust for Historic
Preservation's Drayton Hall on historic property, and the other was
development of an educational brochure for Charleston County Parks and
Recreation Commission. In Berkeley County, which I also cover, they
completed a nature trail for the Berkeley County School District. The
trail is in a wetland area next to a new high school being constructed.
This unique project was a requirement of a wetland mitigation agreement.

Ms. Curtis basically initiated OPERATION P.R.I.D.E. for the
Bowling Green community to assist the people (local
residents) to improve their own community in both physical
appearance and also to establish a sense of price and self
esteem. Attached is a copy of the pamphlet that is
distributed to interested individuals that explains the
mission of Operation P.R.I.D.E.
I have nominated Ms. Curtis for this award for the following
reasons:
She assisted the USDA/RECD AmeriCorps member, Lisa
Hines, in locating affordable housing in the Bowling
Green area. Without her assistance Lisa probably
could not have served.
From the very beginning she has make Lisa welcome in
the community and created an atmosphere in which Lisa,
in just six short months, feels a part of the community.
She introduced her to local public officials and make
sure an introduction to the community was properly
portrayed through the newspaper. (See attached)
Ms. Curtis always introduces Lisa as an AmeriCorps
member providing community service to Bowling Green.
As her day to day supervisor, Ms. Curtis provides Lisa
with overall supervision but gives her almost complete
freedom to organize, implement and achieve her
objective.
Ms. Curtis is also an individual that contributes many
volunteer (unpaid hours) to her community.
I recommend that the Champion Community of Bowling Green,
Kentucky be considered for this award because they did not
see themselves as losers when they applied as an Enterprise
Community but were not selected. Rather they have moved
forward with implementing portions of their strategy plan and
the USDA/RECD AmeriCorps member Lisa Hines is doing an
excellent job.

Dear Joel;
I am nominating the community of Caribou for the community award. The City
of Caribou has done wonders for its people. They have allowed me to use all their
resources in performing my job the best that I can.
I have been to many meetings in Caribou and when I get up to ask for volunteers
to do work on the trails I usually will get between 10 and 20 at a time. All of the
departments have commented on the great job that the Americorps program has had on
the community.
The City of Caribou is recognized from Kittery to Fort Kent as the place to go for
recreation, snowmobiling and most of all to live.
In recognition of the hard work that the Americorps program has done for the city
of Caribou, they had to signs made up that have the Americorps logo on it. Both signs
are out on the trails entering the Caribou area.
I feel very strongly that the City of Caribou be seriously considered for the award.
The citizens of Caribou have opened their doors to the Americorps program, and they
feel that the program has done an invaluable job for their community. Once the program
is done the citizens have agreed to continue the work that the program started. Thank

COMMUNITY AWARD NARRATIVE (KANSAS)
The community encompassing the City of Hays and Fort Hays
State University is nominated for the community award
because of the way they have accepted and worked with the
Big Creek AmeriCorps team.
The City and the University community have provided
equipment and materials for use in clearing debris out of
Big Creek and for the installation of stream habitat
restoration features
The Hays city newspaper and the University student paper
have published several articles publicizing and applauding
the AmeriCorps members and the program.
The restoration of the Big Creek stream and public use
corridor has raised the level of community service awareness
in Hays and even the surrounding rural communities. AE a
result of this awareness and example provided by the
AmeriCorps team this project is expected to be sustained and
and the public use area utilized by the community for many
years. Additional community service projects are already
being spawned by their схатрlе.
Over 18 volunteers representing 116 hours of volunteer
community service have occurred in the community as a result
of the AmeriCorps members and their willingness to provide
community service. Community service areas include:
environment, museume, Fort Hays State University facilities,
high school students, senior citizens, children, and
physically and mentally challenged citizens.
Service to mentally challenged citizens in the community is
exemplified by their painting of the Association for
Retarded Citizens' (ARC) thrift shop. Members of the ARC
were SO pleased with the service of the members that they
presented each member with a certificate, a banner signed by
all of the ARC members, and an oversized thank you card
delivered to the AmeriCorps Members.
Acceptance and appreciation of the service to the community
at large and the museums in particular is reflected in the
comments of Fick Fossil and History Museum Curator, Nancy
Baalman. Ms. Baalman writes,

Representatives of the Rosebud Sioux Tribe's
Administrative office, Tribal Land Enterprise, Water
Resources, Natural Resources, and Forestry Departments in
addition to Sinte Gleska University and the Bureau of Indian
Affairs formed an advisory committee for the Rosebud
AmeriCorps Team. The members of this advisory committee
helped select the AmeriCorps team members, developed the
objectives and action items for the team, and are currently
providing assistance in the implementation of the AmeriCorps
projects. Committee members assisted with the location of
facilities for the AmeriCorps team, provided the publicity
for the recruitment of applicants for the team. Forty eight
applications were reviewed and most of the applicants were
interviewed by the advisory committee during the selection
process.
The Rosebud Sioux Tribe, through the representatives on
the advisory committee have made the Rosebud AmeriCorps
Project a success in the community. The Tribal Council,
through their Land and Natural Committee, is supporting the
individual projects being accomplished on the Rosebud
Reservation in South Central South Dakota. This support
truly enhances the success and ease of operating the total
project.

Sabine Parish is a rural community which is seeing new growth
through the tourism industry. The residents are becoming more
aware of the necessity change and the positive aspects of growth.
They actively seek ways to enrich the community for the incoming
tourists as well as for the residents themselves. They see the
need to improve all community services and facilities for the
betterment of all. Through the efforts of Mrs. Margaret Basco.
they are learning to cooperate among themselves to bring about
these changes.

Somewhere in the fabric of our nation is a golden thread which
represents the American dream of "homeownership". Unfortunately many
Americans are unable to make that dream a reality. In St. Mary Parish we are
fortunate to have someone with a vision of helping our residents reach the
goal of homeownership. That someone is Jeffery Beverly.
Mr. Beverly has an overwhelming desire to be of assistance in an
innovative manner to the low-income population of our parish. As such an
individual, he inspires those around him to take notice of the needs of the
community and after doing so to set out to do something about meeting those
needs.
Jeffery Beverly merits the USDA Manager of the Year Award because
of his efforts to help the AmeriCorps program to be successful in St. Mary
Parish. His long time involvement in community service warrants great
attention. His commitment to providing affordable housing to his community
is never failing. The dedication to assisting the AmeriCorps member under
his supervision with community service projects above and beyond stated
objectives is outstanding.
As a USDA AmeriCorps Manager he has done an excellent job of
instilling in member the importance of giving back to the community. The
supervision given by Mr. Beverly has been more than adequate providing the
member with exceptional skills in dealing with citizens and solving problems.
Under such leadership, AmeriCorps members must flourish and the
AmeriCorps vision of getting things done is a reality.

The Illinois State Conservationist (Tom) has been supporative in every way possible.
Lue, our Assistant St. Conservationist has visited many of sites in Chicago and en-
courages interaction between URP, Chicago Metro Urban & Community Assistance Office
and the Americorps members. James, facilitates for all three Americorps teams
with in the state. He obtains information from NHO and makes sure that we have what
we need to get the job done. Over all I work with a wonderful group of individuals
that are supporitive and helpful in every aspect of the Chicago Environmental Action
Team.

STATE AWARD NARRATIVE (KANSAS):
Kansas is nominated for the State Award because it has demonstrated a
true USDA cooperative example in carrying out the USDA AmeriCorps
program. Kansas program leaders have developed an attitude of
cooperation throughout the program including cooperation by USDA and
state and local agencies. The Kansas program staff has also provided
significant leadership and assistance to the program nationally in efforts to
get the program up and running. The Kansas USDA-AmeriCorps program
has effectively demonstrated how to "get things done."
Cluster meetings are held regularly with Kansas USDA teams and non-USDA
teams. Kansas USDA teams have clustered several times with the Bridges
Across the Heartland AmeriCorps team, Kansas City, Missouri. USDA
teams have clustered with the Kansas Health and Safety Extension Corps
(KHSEC) team and jointly participated in a one-day farm safety instruction to
165 youngsters. USDA clustering involves extra community service
projects and individual improvement training such as: defensive driving,
CPR, first aid, sexual harassment, HIV/AIDS awareness, and conflict
resolution.
Individual member needs are met through a variety of methods including
acquiring government surplus clothing, boots, and equipment. The project
facilitator visits each site frequently to make personal contact with each
member to identify potential problems and observe team accomplishments.
The Project Director and Facilitator participate with the State Community
Commission Director, the State Director for the Corporartion for National
Community Service, and non-USDA project managers in planning for joint
community service projects and special emphasis activities.
The project facilitator has maintained continual contact with state and local
newspapers and television media personnel in providing information and
encouraging coverage of special events and general publicity of the
program.
Natural Resources Conservation Service (NRCS) and Farm Service Agency
(FSA) have effectively cooperated to jointly manage and carry out the
USDA-AmeriCorps program in Kansas. A joint management team has been
set up to include NRCS, FSA, Kansas Department of Wildlife and Parks
(KDWP), and the Shawnee County Conservation District. NRCS and FSA
have cooperated jointly by providing a project director, project facilitator,
common office space, travel support and support equipment.
Twenty separate State and local agencies have been involved in carrying out
the USDA-AmeriCorps program in Kansas including State agencies, cities,
and local conservation districts.
The AmeriCorps program in Kansas has effectively shown how partner
agencies and groups can accomplish significant results working together.
