SUBJECT:
Year-to-Date Data on Objectives and Member Forms
Attached is a "year-to-date" progress report showing accomplishments on objectives through the
third quarter report. This data, plus the fourth quarter data, will be provided to members of
Congress representing your state and to your agency leaders. It is imperative that the
information reflected in this report be as accurate as possible. The report also shows the
degree to which you have accomplished your objectives which were agreed to at the beginning of
this program year.
I ask that you carefully review this report. Review each objective with the following items in
mind:
1. Accuracy of the data. This information will be shared with many different groups,
and it is important to be accurate in our reporting as well as getting credit for all the great work
you have done during the year.
2. Completion of community service objectives. One way to determine the successful
completion of objectives is to measure accomplishments against the target quantity measurement
which you established at the beginning of the year. The table below gives you a snapshot picture
of your accomplishments through the third quarter. The last five columns reflects your work
measured against the target quantity.

3. Program codes. Review the program code for each of your objectives. Please be sure
that the data you are recording for quantity matches the quantity for that program code. If you
are counting something other than the quantity measurement for the code, please indicate exactly
what you are counting.
4. Congressional Districts. Please indicate in which Congressional District(s) the work
was actually accomplished. This will let us be very specific to Members of Congress as to what
work was done in their district.
5. Volunteers. Please explain what the volunteers have done with your AmeriCorps
members. Also ensure that the volunteer numbers you have been providing to us each quarter is
for the quarter only, not cumulative for the year.
Your assistance in this reporting enables us to meet our legal obligations as well as providing us
with the necessary information to promote our USDA AmeriCorps program to all interested
parties. Providing this data in an accurate and timely manner is one of your most important duties
as an AmeriCorps Project Director.
Member Forms
A review of your member forms reveals that they are up-to-date. Good job.
Please submit the End of Term forms for members when they have completed their term of
service.
If we are to have all our records in order and insure that those AmeriCorps Members who are
entitled to benefits receive them and that those who are not entitled to benefits do not receive
them, all forms must be submitted to this office.
If you have any questions or problems, please contact Dee DiFiore at (202) 690-3051 or Ron
DeMunbrun at (202) 690-3894.
Thank you for your cooperation on this matter.

REMEMBER THAT THE TOTAL NUMBER OF HOURS FOR EACH MEMBER SHOULD BE THE HOURS SERVED AND NOT
INCLUDE THE HOURS FOR PERSONAL LEAVE (40) AND HOLIDAYS (72). IF YOU HAVE BEEN COUNTING THESE
IN THE FIRST 3 QUARTERS, PLEASE ADJUST THE 4TH QUARTERS HOURS so THAT THE TOTAL IS AT LEAST 1700
OF SERVICE (assuming the person was full-time and successfully completed the program.) You can
have more than 1700 hrs for a total just be sure all the hours were service hours. Thank You
If the number of Members allocated is greater than the number of forms received, there are four options: 1. There are Members enrolled in programs whose forms have not
been submitted to the USDA Director of National Service. If that is the case, list the names, SSN, Status and hours of the missing members on the back of this sheet
and send the enrollment forms to the USDA Director of National Service. 2. The enrollment forms were sent directly to the Corporation. If that is the case,
send copies to the USDA Director of National Service immediately. 3. There are vacancies in your program you intend to fill in the next reporting period.
If that is the case, enter the number of vacancies on the appropriate line. 4. There are vacancies that you can not fill and you are relinquishing them.
REMEMBER, MEMBERS WHOSE FORMS HAVE NOT BEEN RECEIVED AT USDA ARE NOT CONSIDERED ENROLLED IN THE PROGRAM AND THEIR BENEFITS (EDUCATION AWARD, ETC.) ARE JEOPARDIZED!!!
If the number of members for whom forms have been received is greater than the number of members allocated resulting in a negative number appearing in the "No. of
Members for Whom Forms Have NOT Been Received" line, you have enrolled more members in your program than authorized. Please explain this over enrollment. It may be
that some members have terminated, in which case, change their status on this form and submit the proper end of term of service form to the USDA Director of National Service.

and send the enrollment forms to the USDA Director of National Service. 2. The enrollment forms were sent directly to the Corporation. If that is the case,
send copies to the USDA Director of National Service immediately. 3. There are vacancies in your program you intend to fill in the next reporting period.

SECTION IV - PROGRESS TOWARDS ACCOMPLISHING SERVICE OBJECTIVES:
13. Original Community Service Objectives: Attached are sheets summarizing the community service
objectives that were originally approved for each operating site. In cases where a single objective may take an
entire year to complete, that objective may have a sub-objectives listed. You need to fill in the column marked
"4th QTR Quantity" and the column marked "4th QTR Success" --- as well as any column that is blank, has
a zero, or has a question mark --- for EVERY operating site. Each chart should have the following columns:
"State" - The standard two-letter code for your state
"Obj No"- Each community service objective for each site is assigned an individual number
"Op Site" - Each site's unique operating site identification
"PGM Code" - Each type of service has been assigned a unique code to describe that type of service. See the
appendix to this report entitled "Community Service PGM Code List"
"Obj/Impact Statement" A few words verbally summarizing the community service objective
"Year's QTY Target" - The year's numerical goal for the people or things to be aided
"Target Unit of Measurement" - The unit of measure used in the previous column
"4th QTR Quantity" Provide a hard number indicating progress towards the "Year's QTY Target"
"Year's Success Target" - Number for a way of measuring quality of service provided --- if this column is
blank, has a question mark, or has a zero, please replace it with the accurate information
"Success Unit of Measure" Explanation of the number in the previous column --- if this column is
blank, has a question mark, or has a zero, please replace it with the accurate information
"4th QTR Success" Provide a hard number indicating progress towards the "Year's Success Target"

14. PROGRESS TOWARDS ACCOMPLISHING ADDITIONAL COMMUNITY SERVICE
OBJECTIVES
Use this section to report progress towards completing additional new objectives -- those objectives in addition
to the main objectives of each project listed on the proceeding page. Please fill in all columns for all
objectives. It is important to make sure that each objective is listed with its own "OP site" (Operating site)
code; this ensures that we know precisely what service is performed at each site. Please fill in all columns for
each objective. Under "Obj No.," please give each new objective a number different from the number used for
any of the objectives on the proceeding page. Under "PGM Code", please use a one-letter and three-digit code
to describe the service from the code list provided at the end of this report. Under "Obj/Impact statement,"
provide a several-word summary of the nature of the service project - this verbal summary should roughly
match the "PGM Code" listed in the previous column. Under "Year's QTY Target," provide a hard number for
the people or things aided. Under "Target Unit of Measurement," specify what unit of measure was used in the
previous column -- such as miles, number of people served, acres, etc. Under "1st QTR Quantity," provide a
hard number indicating progress towards the "Year's QTY Target" that was accomplished during this reporting
period. Under "Year's Success Target," provide a hard number for a way of measuring how well the service
was provided. Under "Successes Unit of Measure," specify exactly what the number in the previous column
meant. Under "I st QTR Success," provide a hard number indicating progress towards the "Year's Success
Target" that was accomplished during this reporting period.

assisted the shore town of Monmouth Beach in building up shoreline protection. Over 1-
one-half mile of dune grass was planted, and 1,200 feet of dune fencing were constructed,
helping to protect Monmouth Beach from storm erosion. Much appreciation was
expressed for the leadership and dedication the AmeriCorps members exhibited.
The sampling for black fly (or gnat) species was an ongoing project that provided service
to the community. Our team sampled along the tributaries of the Delaware River. In
Warren County these include: the Pohatcong, Paulins Kill, and Pequest. This survey was
conducted in conjunction with Rutgers University Department of Entomology. The data
from the survey will be used to determine the aquatic origin of the biting adult, which
becomes quite a pest during the summer months. This survey was organized in response
to numerous citizen complaints regarding biting black flies. This summer thank you
letters were received from citizens pointing out how much more they were able to enjoy
the outdoors with decreased gnat populations after selective spraying.
Submitted by Hackettstown team, Y34C.
For the school gardens project, team Y34D: The member, Doris Ignatow, has compiled
information for the teachers to use as a reference library for the gardens. The reference
library contains sources of information in relation to natural resources conservation, non-
point pollution, air quality and pilot programs from Project Food, Land and People. She
discussed the long-range plans for the garden with the teacher who has taken charge of
the gardens and who has many ideas for the gardens in the future.
"Included in my work is the stream walking project for which I have a volunteer team.
We walked our beat for five hour one Saturday, gathering data and pictures monitoring
the quality of Cranbury Brook in Monroe Township. I then compiled the data and
submitted a report to the Stony Brook-Millstone Watershed."
Submitted by team member Mike Sangiovanni from Y34D.
"A camp requested natural resources activities for 7 to 14-year olds. We put together a
week-long program focusing on Native American culture and its relation to the protection
of natural resources. We included craft activities and games, bird box building and a visit
to a teepee."
Submitted by team member Mike Sangiovanni from Y34D.

conserve natural resources on private lands.
AN EQUAL OPPORTUNITY EMPLOYER
16. Community Building
An interpretive trail was completed for the township of Pohatcong, in Warren County,
New Jersey. The trail was laid out by last year's AmeriCorps team and this year a
brochure was developed to describe the points of interest along the trail. Trail signs were
constructed with supplies acquired by the Pohatcong Environmental Commission. The
construction of the trail markers allows the points discussed in the brochure to be clearly
marked for park patrons and for students of the adjacent Warren Glenn Elementary
School for many years to come.
Submitted by team Y34C.
Submitted by Hackettstown team, Y34C.
In the rocky ridges of Beemerville, in Sussex County NJ, lies the Rutgers University 4-H
Camp and Youth Outdoor Education Center. It was here that our AmeriCorps team built
a 4-mile long interpretive nature trail. This camp is alive with activity throughout the
summer as well as weekends all year round. Until recently however, the large tracts of
forested land surrounding the camp had been virtually inaccessible to the campers. Our
team worked to complete a continuous trail system. In addition to constructing the trail,
we created a brochure that would lead visitors on a self-guided tour. We highlighted the
natural features of the area as well forest management practices in use. With the trail
system in place and the brochure completed, the camp staff now has a valuable tool for
use in their outdoor education classes.
Submitted by Flemington team, Y34A.
A seed bank for an elementary school was established by a member of team Y34D. It was
designed to be wheelchair accessible and to be continually used by future classes.
Another member of this team created the "Dismal Swamp Natural Resource Trail" to be
used by educational groups. The trail includes a sitting area with bench and children's
sitting stumps, a log walk, and a wood walkway leading to an overlook. The items are
connected by a trail that loops, branches off, and crosses a stream.
17. Member Development/Training
In August I had the opportunity to attend a Wetland Plants ID Course focusing on
grasses, sedges and rushes. Offered by the Rutgers University Continuing Education
Center and taught by two NRCS employees, including my supervisor, I found this
training opportunity to be invaluable. Since finishing my AmeriCorps tour, I have been
hired as a full time NRCS employee (Soil Conservationist) and have already put to use
the plant identification skills I learned in this 2-day training.
Submitted by Christine Becker, Y34A.
A day of intense and valuable training was received on "Wetland Plant Materials" at the
Bear Creek Wetland Restoration Project site in Atlantic County, New Jersey. This
training was provided and coordinated by the Cape May Plant Materials Center staff.
The narrative and discussion portion of the presentation highlighted aspects of plant
identification, adopting growth requirements of the different species, and establishment
techniques. The training culminated with the entire group participating in the
establishment of a measure plan wetland plant field study.
Submitted by Hackettstown team, Y34C.
"Every project with the South Branch Watershed Association has been an excellent
experience for me. The Spring Stream Clean-Up allowed me to organize a successful
event with over 500 volunteers; the education programs gave me experience in designing
and teaching programs; and the water and biological training were new and informative."
Submitted by Michael Sangiovanni, Freehold team, Y34D.
Training/member building that the Freehold team, Y34D specifically has pointed out as
beneficial:
GIS program Arcview for one member: "This training will help me in the future."
Stream biological testing workshop and water toxicity testing training for another
member. "The toxicity training was detailed and thorough, giving us the opportunity
to experience every step in the lab testing process."
"Every project site brought more people to meet and avenues to pursue. I was lucky
to have had the many opportunities that I did."
Three AmeriCorps members have returned to school to peruse graduate degrees by using
their educational vouchers. One member decided that he wants to study in the field of
education after having the opportunity to assist with environmental education programs.

"I think the combination of state-wide training and NRCS opportunities is a good one.
This year, each team member was "required to organize both a formal and informal
training opportunity for the group. This worked out very well, because they were
involved in deciding their own training needs. They also made sure the training was
"fun" and educational.
Submitted by site manager for Y34D.
18. Success Story
"During the past year, a large part of our AmeriCorps workload involved
designing and building trails. Often times during the course of our trail building we had
the need to span streams, and needed to construct trail bridges. Unfortunately, with
government cutbacks, funds were tight and we didn't have the resources we needed to
complete all of the bridges so we had to get creative.
"We found out about a man who had recently torn down a deck and was looking
to dispose of it. We contacted him and he donated to us whatever we could salvage. The
deck was only about 10 years old, and the pressure treated lumber was still well in its
prime. We salvaged enough wood to build two sturdy trail bridges, and we even had
some left over for future projects. So, what was to become trash occupying space in our
already overflowing landfills became our 'Born Again' bridges. The bridges are serving
to keep streambanks from eroding and are keeping hikers safe."
Submitted by Flemington team, Y34A
"Our team spent much time during the last quarter helping Abilities reconstruct their
lawn. Abilities is a non-profit organization that provides service to the mentally and
emotionally disadvantaged. Their lawn was destroyed during the winter when
construction equipment was brought in to repair their roof which had collapsed due to
excessive snow. The ground was eroding badly, so new topsoil was brought in and
spread, and the lawn was seeded. This was a project that the institution had neither the
time to do themselves, nor the finances for hiring out. Mulch was spread along a bank
where trees had been planted the previous year as part of a Resource Management Plan
developed by the AmeriCorps team."
Submitted by Hackettstown team, Y34C.
A riparian buffer project in the Musconetcong Watershed involved several AmeriCorps
teams working together over two days to plant 3,000 trees and install protective fencing.
This water quality project received media attention and helped to link teams that do not
normally have the opportunity to work together.
19. Difficulties faced by the program:
Some objectives were not able to be completed due to budget constraints, lowered
numbers of AmeriCorps members, and periods of heavy rain and snow.
20. National identity activities:
Our members met several times during the year with other AmeriCorps programs in New
Jersey to discuss common concerns and plan events larger than one group along could
organize. Several groups came together to do stream and park clean-ups, tree plantings
and dune grass plantings.
21. Organizational changes:
During the fourth quarter, nine of our ten members finished their 1700 hours, in some
cases causing projects to be left incomplete until the next AmeriCorps program begins.
23. Primary training and technical assistance needs:
More direct assistance in handling administrative and personnel issues would be most
helpful. Many forms must be completed, but often our program has received little if any
support from the Corporation in managing this workload.
USDA could be flexible in hiring practices for AmeriCorps members who have
successfully completed their tour of duty. As AmeriCorps members receive a great deal
of training and on-the-job experience through their term of service to our Nation, they
should be rated in a similar fashion to military veterans for employment opportunities
with the government. This would help add to the diversity of our workforce.
USDA should provide clearer and more detailed information regarding objectives for
each program at the inception of the program year. This year we did not receive approval
of our objectives until after the first quarter of the year was completed. There should be a
smaller ratio of support staff to program managers so that communication is more direct
and less frustrating.

columns:
"State" - The standard two-letter code for your state
"Obj No" - Each community service objective for each site is assigned an individual number
"Op Site" - Each site's unique operating site identification
"PGM Code" - Each type of service has been assigned a unique code to describe that type of service. See the
appendix to this report entitled "Community Service PGM Code List"
"Obj/Impact Statement" - A few words verbally summarizing the community service objective
"Year's QTY Target" - The year's numerical goal for the people or things to be aided
"Target Unit of Measurement" - The unit of measure used in the previous column
"3rd QTR Quantity" - Provide a hard number indicating progress towards the "Year's QTY Target"
"Year's Success Target" - Number for a way of measuring quality of service provided if this column is
blank, has a question mark, or has a zero, please replace it with the accurate information
"Success Unit of Measure" - Explanation of the number in the previous column --- if this column is
blank, has a question mark, or has a zero, please replace it with the accurate information
"3rd QTR Success" - Provide a hard number indicating progress towards the "Year's Success Target"

Question 15. Community Service Objectives
A vista was cleared along the Appalachian trail on Sunrise Mouton in Stokes State Forest. The project
was organized by Hackettstown AmeriCorps members, site Y34C, and carried out by Hackettstown,
Annandale, and some Freehold members. A handicap accessible area was opened up to enable physically
challenged individuals to enjoy the same scenic view from the parking lot that hikers can enjoy from a
vista cleared a few thousand feet up the trail. To open the view, approximately 150 trees were cleared
from two acres. The logs were donated to a local logging company.
Question 16. Community Building Objectives
Submitted by Kevin Braniff, Site Y34D
Our team began working at the Upper Raritan Watershed Association's reserve in November. Our
project involved cutting approximately two miles of new trails and building a bridge on one of the new
trails at a stream crossing. Two cut-throughs for a horse trail were completed by winter. In April the
team returned to begin clearing the foot trail. Despite the heat, nuisance insects, and overgrown
vegetation to be cleared, the trail and bridge were completed in June. The Upper Raritan Watershed
Association was so grateful for the contribution of the team that they has decided to name the trail "The
AmeriCorps Trail."
Question 17: Member Development Objectives
Christine Becker and Matt Hall, Site Y34A, had an opportunity to speak on a local radio show about
AmeriCorps and the natural resource conservation work their team has accomplished. (A copy of the tape
was sent to Joel Berg.) They did an excellent job. Due to Christine Becker's professional development
and performance as an AmeriCorps member, she has been hired as a Soil Conservationist with NRCS in
New Jersey, effective when her AmeriCorps term is concluded this September.
Submitted by Y34C Hackettstown team:
This quarter our team has had the opportunity to learn how to survey using various methods. We were
taught how to lay contour strips and to survey to find grade changes. Back in the office we were
instructed on how to draft the points surveyed into a plan. The drawn plans could then be used in the
field to carry out conservation plans. We also used these skills to survey a potential community
recreation area.

18. Success Stories 2013-0661-8-3
During this April's National Week of Service, NRCS AmeriCorps, with assistance from Hunterdon
County AmeriCorps and the Sandhill School, planted 3,000 trees along three acres of the Musconetcong
River in Warren County. Our goal was to create a riparian buffer that would:
help prevent pollution by filtering sediment
prevent erosion
provide valuable wildlife habitat.
This project was an incredible environmental success, and will be used as a demonstration project to
encourage residents and government agencies along the Musconetcong River to institute riparian buffer
projects. The planting also served as a memorial to the many victims of the Oklahoma City bombing.
Question 19: Difficulties/Challenges:
(CONFIDENTIAL) One member of Site Y34C is physically challenged due to an automobile accident
a number of years ago. As her team is involved in many difficult physical projects, she is not able to
perform as the other members do. This has led to some team frustration, as the two young, more able-
bodied members have felt held back, and the challenged member has felt inadequate. A discussion took
place between the AmeriCorps director and the site manager. It was agreed to have the challenged
member spend more time on the projects where her special skills are best used SO that she has success
built in to her year; at the same time the other members will be enabled to carry out some of the physical
projects at their own rate. One goal for this team has been to learn to work together, and as much as
possible they have worked together. However, we sense that this end-of-year compromise will enable
each team member to complete the year maximizing accomplishments and feeling most successful.
Question 20: National Identity Activities:
As noted above, AmeriCorps teams from several locations worked together to plant trees in memory of
the Oklahoma bombing victims and to create a riparian buffer along the Musconetcong River.
Newspapers were invited to attend the event, and members of NRCS' team were featured in a news
photo.
Question 21: Organizational Changes
Marva Collier, Site Y34D decided in May to withdraw from the AmeriCorps program for cause as a
result of physical injuries sustained when a car hit her in February. She felt she would not be able to
work successfully as an AmeriCorps member because of head and knee pain.

Question 15. Community Service Objectives
Submitted by Matt Hall and Christine Becker, Site Y34A:
Recently our AmeriCorps team has become involved with an exciting new project that
will have a statewide impact and affect thousands of people. It has been proposed, by a NJ
grassroots organization, that due to improved water quality in the Delaware River, we are
currently experiencing a serious black fly epidemic. Their theory suggests that because black
flies, or gnats as they are commonly called, need to breed in clean fast moving water, they are
now experiencing a population explosion due to a major cleanup of the Delaware River.
Thousands of New Jersey residents believe that something must be done about the swarming
insects. In Pennsylvania, New York, and other states, agencies are already spraying a biological
insecticide to combat the population increase.
Through our AmeriCorps work, we have been challenged with the task of obtaining the
baseline biological field data to determine if in fact a problem exists. Working in cooperation
with entomologists from Rutgers University, our team ventures out into the tributaries and fast
water zones of the Delaware River to collect samples of the larvae, pupae and adults. The
samples will be analyzed in a lab and the results will be utilized to determine the extent of the
black fly problem, and the possible environmental repercussions of spraying for them.
Submitted by Y34D Site Manager, Janice Reid:
Mike Sangiovanni completed a photo interpretive inventory of over 700 ponds in Monmouth
County used for irrigation. The ponds had been constructed between 1940 and 1972. Slightly
less than 50 percent of the ponds have been converted to non-farm uses or filled in. The
information will be useful to agricultural agencies working on irrigation estimates, to the Soil
Conservation District in planning education programs on pond maintenance and irrigation,
and to the environmental planning regions looking at water quality issues in the county.
Submitted by Site Y34C members:
Our AmeriCorps team is working with the Committee Chairman for Warren County Highland
Trail Commission, Len Frank. Under his guidance, we have been clearing and blazing sections
of the Highland Trail in Warren County. This section of the trail coincides with the historic
Morris Canal Corridor and Waterloo Village. The New Jersey Department of Parks and
Forestry (Deer Park area) is also contributing to the development of this trail. People from
several surrounding communities will be able to enjoy the trail's historical and scenic resources.
Site Y34D:
Freehold AmeriCorps team members are assisting the Freehold Soil Conservation District with
a storm water basin inventory. The inventory logs the location and characteristics of the basins.
Eventually the information will be included in a Geographic Information System database,
which will be available to local engineers to assist them in coordinating basin design on a
watershed basis.
The Natural Resources Conservation Service,
formerly the Soil Conservation Service, works
1
hand-in-hand with the American people to
conserve natural resources on private lands.
AN EQUAL OPPORTUNITY EMPLOYER
Question 16. Community Building Objectives
Submitted by Janice Reid, Site Manager, Y34D:
The Children's Peace Garden project has been successful in getting donated materials from
various local and regional sources. Vegetable seed, potting soil, lumber, and starter pots were
all donated to the Judd Elementary School in North Brunswick. The Garden project will be the
topic of a display at the Monmouth County Peace Fair, hoping to encourage other schools or
groups to start similar projects.
Site Y34B:
Working with senior citizen volunteers, our AmeriCorps member is helping to coordinate
community gardening projects. Some former recipients of the program now serve as volunteer
workers themselves. By linking education and plant distribution efforts through Rutgers
Cooperative Extension, Marie Benjamin is allowing residents to gain skills which will enable
them to grow their own food in the future.
Question 17: Member Development Objectives
Site Y34D:
Member Mike Sangiovanni volunteered to take part in a 90-minute radio interview about the
AmeriCorps program. This took place on March 5 on WERA, Plainfield. This provided him
the opportunity to respond to questions spontaneously and to interact with the skeptical public
about the program.
Submitted by Kevin Braniff, Site Y34D (See Question 18 for details on FEMA):
Joining AmeriCorps and working on my projects has provided me with occupational
and educational experiences that I believe I could not have gained anywhere else. Working
with FEMA and the various watershed associations has given me valuable work experience I
can apply to my future work.
Having a degree in Public Safety Administration and working as a Safety Coordinator,
my FEMA experience added to this aspect of my background. My experience at the watersheds
has given me two valuable items I can apply to my future employment. The watershed
management opportunities I have had will provide me with a basic knowledge of
environmental programs. Working with educational programs will build on my past
occupational education experience and help me in my future employment in this area.
My future "higher education" will certainly progress with my educational award. I
earned an Associate Degree before becoming an AmeriCorps member, and financially I must
barely did it. I wanted to go on to a Bachelor Degree, but I didn't know how to pay for it. Now
I think I can progress to a Masters Degree with my award.
Many of the training opportunities offered to me during my AmeriCorps tenure will
definitely help me in my future employment. The topics I believe that will most help me are
environmental needs, team building and volunteerism. I now have a deeper sense of
volunteerism since being an AmeriCorps member. Prior to becoming an AmeriCorps member,
I had left volunteer positions because of other commitments and thought nothing of it. Some of
my current volunteer positions I took on for reasons other than "community involvement."
Now I think I understand what it means to be a volunteer. Sometimes I believe things can't get
2
done unless there is a volunteer doing them. Now I know what "Getting Things Done" is all
about. It takes a special person to volunteer free time to help others and get things done.
Submitted by Matt Hall, Y34A:
I joined the AmeriCorps program right after graduating from college. Originally, I had
intended to use the program as a stepping stone to make the move from college internships to a
permanent job, as well as to fine tune my career objectives. I had always believed that I would
wind up in a career in some aspect of the natural resource management field, however by
working for AmeriCorps I have learned that my skills can best be utilized educating people
about ecology and the environment. I have now decided to use my educational award to
return to school and earn my teaching certificate to teach children in the public school system.
Submitted by the Site Y34C team:
Over the past three months we have completed training in several disciplines which have
already broadened our perspective in several fields. These opportunities include: First Aid and
CPR, Chainsaw Use and Maintenance, Black Fly Sampling and Identification (provided by the
Pennsylvania Department of Environmental Protection, and Rutgers University), Soil Science
and Sampling Methods, Maple Syrup Production, and Water Quality Training.

18. Success Stories
Submitted by Janice Reid, Site Manager, Site Y34D:
Kevin Braniff and Doris Ignatow volunteered in early February to assist FEMA in providing
flood relief information to Pennsylvania residents affected by the winter flooding there. The
two covered four counties in 9 days, making an average of 40 - 50 contacts per 10 - 12 hour day.
Both members expressed enormous personal satisfaction from being able to assist the
emergency effort.
Submitted by Site Y34C team:
After the completion of this year's soil samplings, 23 farmers, with approximately 2,700 acres,
will receive information enabling them to make more accurate determinations for fertilizer
needs on their fields. These tests and results are used to reduce the amount of fertilizer spread
by farmers on their fields. The farmers are able to use less fertilizer because they have accurate
information about the nutrient content of the soil in their fields. This benefits the farmers
because it reduces their production costs. It is also an environmental benefit because water
quality is improved. Since less fertilizer is added to the soil, fewer nutrients pollute the water
supply from runoff into streams or seepage through the soil into the water table.
Submitted by Kevin Braniff, Y34D:
The assignment that I consider a personal success is the FEMA-Pennsylvania Flooding
Assistance project. I consider this assignment a personal gain since my professional
background is in this field. It was gratifying to work with people from a variety of Federal,
Pennsylvania Commonwealth, local and non-profit/community based agencies all having the
same goal: helping the communities that were in need.
Doris Ignatow and I were stationed in Scranton and worked with a Community
Relations team responsible for contacting people in four northeastern counties: Lackawanna,
Wyoming, Columbia and Luzerne. I felt a great deal of accomplishment when I spoke to
residents that had not received information about FEMA and its assistance programs. When
these people used that information and applied for assistance I felt that I had accomplished an
important mission.
On average, I contacted approximately 50 people per day over my eight-day assignment
in areas of great contrast, such as the city of Scranton to the small towns in Wyoming County
and the rural farm areas in western Columbia County -- and everything in between. I spoke to
an elderly woman in Throop Borough who experienced some minor basement flooding and
needed repairs to her heating system. She had flood insurance with a $750 deductible. The
clean-up and furnace repairs did not total that amount and her claim was denied. I encouraged
her to apply to FEMA (which she had not heard of before I spoke to her). Later I learned that
persons owning an insurance policy are denied assistance, but many people are in the same
situation as this lady and the program was being reviewed. Hopefully, she will be able to get
assistance.
At the end of our assignment, some of our team members were moving on to Montana
to assist with flooding problems in the northwest. I wanted to go with them, but my
assignment was finished. This is definitely an assignment I would like to work on again if
volunteers are needed. I have high hopes of becoming employed with FEMA whether as a
reservist or full-time employee. But for now, my AmeriCorps assignment was fulfilling and
rewarding and, overall, a meaningful experience.

Close to 2,000 bridge locations for stream crossings in Hunterdon County have been identified
in the largest inventory of its kind ever attempted. The inventory pulls together existing
municipal, county, and state information, but required hours of additional field research to fill
in the gaps and create a useable database. The project is the first step toward the ultimate goal
of posting signs at all the crossings as a way to raise the awareness of local people about their
water resources.

Question 19: Difficulties:
Submitted by Janice Reid, Site Manager, Y34D:
The severe and prolonged winter has delayed many of the outdoor projects, including trail
building and maintenance. Although members have kept busy with other projects, we are
about one month behind in where we wanted to be in order to accomplish all our trail goals. At
this point, we're not sure of the long term impacts of this delay.
In late January, a member of Site Y34A had to released for cause. The local organization would
no longer allow the individual to serve at their site. The three-person AmeriCorps team
became a two-person team. The site manager and members agreed it would be best to continue
as they were, rather than recruiting a third member at that point.
Question 21: Organizational Changes
Corps member of Site 34D, Marva Collier, suffered a sever car accident on February 15 and has
been unable to return to work. She might have to be converted to part-time or separated with a
pro-rated award, depending on how long her recuperation will take. She has completed 685
hours.
Team at Site Y34A has been reduced to two members, from the original three, as noted in
question 19.
Site Y34B changed in this quarter from the original Mt. Holly location to Morristown. One
member, Marie Benjamin, serves a community gardening program through the Rutgers
Cooperative Extension of Essex County.

Natural Resources Conservation Service, New Jersey --
AmeriCorps 1st Quarter Report
15. Community Service Objectives Narrative: Site 34D, Freehold, is increasing
awareness of the stream resources in the watershed by identifying all stream crossings
along local, county, and state roads. Local, county, and state regulations were reviewed
to determine if any conflicts exist. Contacts were made with all 26 municipalities in the
watershed and with Hunterdon County to determine interest and cooperation on the
project. To date, 1,820 crossings were identified, increasing community awareness and
interest in watershed issues.
16. Community Building Objective Narrative: Site 34 C, Hackettstown, under the
leadership of member Donna Symancek, developed a natural resource management
plan at the Abilities tract, site of a skills development workshop for mentally disabled
adults. The Abilities "clients" are involved in clearing and planting the area, giving
them new skills and confidences, in addition to a beautified natural area that will last
beyond AmeriCorps' involvement in their program. Local leaders and volunteer
groups have been recruited to assist with the establishment of the natural resource area.
17. AmeriCorps Member Development Objectives Narrative: Members have
expressed great enthusiasm about training opportunities provided through their
AmeriCorps experience. 10 members received a full day of Ecological Principles
training and found it extremely useful in working with environmental groups on local
projects. 8 members participated in an environmental education conference. Member
Rob Kantenwein reported that "The conference provided us with a valuable networking
opportunity for future joint projects, and allowed us to gather valuable reference
materials, learn new educational techniques, and explore career possibilities." He noted
that the workshops covered objectives-related skills such as wildlife habitats, forest
management, and water quality issues.
SECTION V - 18. SUCCESS STORIES: As reported by site manager of Y34D regarding
the establishment of outdoor classrooms: "Over 250 students from the Judd Elementary
School in North Brunswick are enjoying the recent snowfall, for an entirely new reason
this year. With the help of AmeriCorps member Doris Ignatow, the students have
prepared garden plots this fall for the long winter's nap. The snow, they have learned,
will insulate the plots and provide much needed moisture come spring. The garden
project, called the Children's Peace Garden, is now in its second year and has been
expanded to include students from kindergarten through sixth grade -- thanks to the
AmeriCorps program. Each class is responsible for a separate garden plot. Students
will also benefit from classroom activities this winter, including composting and seed
growth demonstrations. Come spring, each class will prepare the soil and will seed,
water and fertilize their garden plots. Crops have been selected that can be harvested
prior to the end of the school year."
With the help of AmeriCorps members, the Jersey shore town of Monmouth Beach has
benefited from the planting of over one mile of 'Cape' American to stabilize the
shoreline against storm damage. The AmeriCorps members worked with over 100 local
volunteers including an organization called "the H2O Group" and several scouting
troops on different occasions. AmeriCorps members are assisting in developing a
project for 3 miles of beach grass planting in Sea Bright, with planting to begin this
spring. The beach grass is planted in two 10-feet wide rows with fencing constructed on
either side of the grass to further protect the shore.
SECTION VI - CHALLENGES
19. Difficulties Faced by the Program: Due to heavy snows in early winter, ground
maintenance work was held up at Stony Brook Millstone watershed. One member was
asked to do home repair work for a watershed manager to fill in her time two days a
week. This was frustrating for the member who enjoys professional skills work in
addition to the planned maintenance work. Another member of the watershed would
have given her Geographic Information work to do, but was overruled by the manager.
The member had considered quitting over the frustration but her site manager and
AmeriCorps director worked out the situation with the site manager, clarifying that
home repair work was not to be asked of AmeriCorps members. The member
completed her tour of duty at the watershed and then went on to her next work site.
Also due to heavy snows another AmeriCorps team could not perform natural resource
inventory work at Beemerville Forest. It was decided to purchase three pairs of snow
shoes to allow them to work this winter. Other teams have made use of the shoes for
their work in forests and parks.
21. Organizational Changes: In the first quarter, site Y34B, Forked River, NJ decided
not to serve as an AmeriCorps program site. In the second quarter Y34B was changed
to Morristown to develop an urban community garden project. Site 34D, with five
members, rotates work in several locations with different team members working
together every two months. The members are to a large degree self-directed, working
with local sponsors to develop goals.
23. Training Needs: The AmeriCorps members have requested training in Geographic
Information Systems and desktop publishing to help them accomplish their goals.
