Community Serv. Obj. #1: Establish programs for teen pregnancy prevention to accomplish the following: Educate teens about
pregnancy, work with community organizations to develop teen pregnancy programs, work with high schools
and middle schools, hold teen forums and rallies, and implement a teen pregnancy prevention program.
Decrease by 5-10% per year over three years the number of youth ages 9-19 who become pregnant; Increase
the number of youth ages 9-19 who participate in regular health education including pregnancy
prevention, human sexuality, sexually transmitted diseases and physical activity by 25% each year for
three years.
Compare statistics the number of teens pregnant in 1993 with the number pregnant in 1995.
Pre-test test the students knowledge of the consequences of premarital sex; Post-test- test the
students knowledge of the consequences of premarital sex. By these test we hoping to guage whether the
students realize they could get pregnant.
The 1990 Census indicated that there were 5476 teenages in Adams county. Mississippi statistics
("Vital Statistics Mississippi 1993; Mississippi State Department of Health") show that the total live
births to teenage mothers in Adams county are astounding. Out of 568 recorded births in Adams county

for 1993, 1 teen under the age of 15 gave and 130 teens between the ages of 15 and 19 gave birth.

onsight visits, information about infrastructure and organizational resources will be collected.
That community leaders will become aware of the availability of the resources of the B. F. Smith
Chair.
Feedback will be elicited from communities and leaders contacted. During these onsite visits, pre and
post tests regarding prior kowledge of the B. F. Smith Chair and usefulness of the information given
during these visits will be administered.
Four to six communities will be visited. All of the people and organizations contacted will be
informed of the B.F. Smith Chair, its willingness to be of assistance, and its resources for providing
services.
Between 20-40 community leaders will be contacted in the 4-6 communities visited.

Community Serv. Obj. #1: AmeriCorps member will visit government, churck, comunity, and business leaders to solicit support for
the two committees. Committee members will be asked to join based on their pst community service
experience, recommendations by neighbors and friends and availability of time.
The result will be the proper formation of advisory committees specifically outlined in the community's
EC proposal.
The quality of service will be measured according to the degree of diversity I am able to attain. In
the past the Edwards community has failed to have a diversified representation on its advisory boards.
I hope to be able to have every segment of the community's population presented in a representative
fashion.
Success will be gauged in two ways. First, I willl measure the overall diversity of the groups. Are
both committees composed of the same people? Do the same people hold office on each council? If
anomalous duplication of members can be held to less than 10% of the participants the effort will be
successful. Secondly, I will seek to establish cultural diversity on each comittee. If a member
representing each ethnic background in the community is secured the effort will be successful. At the
same time a representative membership may be achieved without each group being represented. (If either
council's size falls below 15 it may be feasible to have onlly the larger demogrraphic groups

represented.
The entire population of Edwards will benefit from the establishment of an educated and well organized
committee to oversee the fiscal and community affairs of the comunity. If EC designation is not
granted to the community these comittees can still function to empower the community's residents to
enter the 21st century economically.

The teens on the panels and in the target audience will become better educated about the rel life
benefits of having at least a high school education. This new found knowledge will hopefully deter
them from dropping out of school.
In the roundtable discussions the youths will be given a pre and post test to judge their attitudes
towards education and their chances for success in our world today. Any degree of positive reaction
not previously measured by a youth will be considered a success. The actual measure however is in
getting youths serious enough about the program to "volunteer" to help facilitate an at large forum of
their peers. Judging by the climate of the community having 35% of the youths asked to participate
actually take part in the forum will be a success.

Community Serv. Obj. #1: The AmeriCorps worker will work to inform and coordinate the needs of the rural housing borrowers with
the services provided by FmHA and other service agencies in Madison County and surrounding areas.
Also, set up an outreach program for present and future homeowners. This program will consist of
budgeting, wise credit use, making application for a housing loan, energy conservation, maintenance of
property, and loan requirements of lenders in the area.
The ruralhousing borrowers that are facing financial and medical hardships and problems will obtain
needed assistance, will enhance their standard of living, and they will become successful homeowners.
Also, the hoped for result is to make rural housing borrowers more aware of available services provided
by public and private agencies.

and restoration. To assist in restoring natural beauty in the national forests and assist in disaster
recovery efforts when requested.

will be selected by the forest wildlife biologist and the work will be accomplished utilizing

is an ongoing project and there will be additional acres in the years that follow.
Upgrade and retread the Bienville Scenic Pine Trail to enable this trail to meet regional trails
standards for hikers and handicapped forest visitors. This will include proper site hardening
and
water control, and is scheduled for completion by April 1, 1995. Open to handicapped forest
visitors after approval by the forest recreation specialist.
Recondition and maintain 23 miles of the Shockaloe Trail to regional standards for horseback
riding and hiking. Accomplish 80% of the trail work by August 20, 1995. Install a "Sweet
smelling" toilet at Base Camp I and perform site conditioning work around the toilet. Trail and
installation will be considered completed after final approval by forest recreation officer.

Pine
Beetle infestation. The areas to be selected by the District Silviculturist.

Upon approval of the applications, the applicant will be awarded loans for constructing their homes and
will be included in the Self-Help Housing Program. They will contribute labor toward the construction
of their own home and toward the construction of all homes in the group.
Homes will be constructed with the help of all families in the group. Upon completion, the homes will
be inspected and approved by the FMHA. No family will move in until all houses have been completed and
approved.

Community Serv. Obj. #1: As previously stated, there currently exists no single repository for information crucial to the
economic development of Northwest MS. This objective would consist of organizing, compiling, and
distributing comprehensive data for the expansion of existing industry and recruitment of suitable
industry for local and regional economic development partners.
The result of the work accomplished will be an accurate, dependable source of information for economic
development organizations working to create employment opportunities for the region.
By the number of existing industries and potential companies who gain access to the information. 2) By
the adoption of this information as the official source documentation by Chambers of Commerce,
Industrial Foundations, regional organizations, and the State of Mississippi. 3) By the number of
expansions and locations directly resulting from the use of this information.
Success will ultimately be measured by the number of new employment opportunities created directly as a
result of base work performed under this project. Goals would include a minimum of three new
industrial locations and five industrial expansions generated with assistance from the data utilized.
Indirectly, all 500,000 citizens of Northwest MS will benifit from increased employment, and decreased
dependency upon transfer payments, etc. Direct benefits can modestly be put at 1,000 new employment
opportunities for their families. This will be measured only on projects that directly benefit from
AmeriCorps participation.

and regional employers. Increased participation in existing groups.
This will be measured by the creation of additional Contiuous Improvement groups in the region. There
are currently only six companies involved in such activities.
By the addition of six companies participating in CIUG activities in the program year.
A minimum of 750 persons will directly benefit from the insertion of progressive management in the six
companies projected.

COMPONENTS OF OBJECTIVE STATEMENT
1) What work will be done? What service will your members engage in?
Complete recreation facility construction, reconstruction and maintenance as determined by
project
specialist by November, 1995.
Enhance and/or monitor the ecosystems for threatened and endangered sensitive species throughout
the forest. This will include 10 wildlife monitoring sites, 15 acres of habitat improvement and
200 acres of headwater streams stocked with juvenile Atlantic salmon following guidelines set
forth by the project specialist, and completing projects in a time frame that would be sensitive
to the needs of individual species, but no later than October 1, 1995.
Utilize the "Forest as a Classroom" to provide environmental education to local elementary
schools, providing regionally approved environmental education to at least 300 students, by June
10, 1995.
Enhance hiking trail system to regional standards and guidelines, build small bridges and
replace
trail signs, and complete 50 miles of trail maintenance by November 1, 1995.
Provide full participation in New Hampshire's Trail Day totaling 180 person-hours.
Provide twice-weekly interpretive programs in designated campgrounds and at cooperator visitor
centers between June 30 and Labor Day, 1995.
Enhance wilderness management by providing wilderness education to 1,000 visitors, maintaining

miles of trails to Wilderness standards, restoring 10 dispersed user sites and removing 6
non-conforming structures by November 1995.
Provide information, education and interpretation in the backcountry and alpine areas of the
White
Mountains. This will include low-impact camping, mountain safety, protecting the alpine zone
and
wilderness ethics information to 6,000 visitors.
Members will participate in 5 community service days as determined by members, project
specialists
and local communities related to environmental education, natural resource protection or trail
maintenance/construction by November 1995.
2) What is the hoped for result of the activities described above?
That the projects will be completed in a timely and quality manner and that the recreation
facilities will be used extensively by the general public and forest users. That Threatened,
Endangered, and Sensitive plant and animal species habitat will be maintained or improved to the
point that someday they can be delisted. That youth in New Hampshire will become more

3) How will you measure the quality of these activities?
The majority of these activities will be measured against established and approved standards
within Forest Service Land and Resource Management Plans, handbooks, operation, maintenance and
construction guidelines, and project workplans. Line Officers will be responsible for accepting
the quality of work accomplishments and will hold Members and 3rd parties accountable as part of
their performance expectations. We'll work with the schools to conduct and evaluate pre/post
tests to determine and measure the success of the environmental education programs.
