selves of the relentless cycle of life. particularly
for that rare breed among us - the political
animal. Careers in the field of electoral engineering are particularly short. their maniacal
demands for time. patience and instant results capable of dousing the flame of desire in the most
brilliant of talents. It is also a business whose secrets for success are constantly in a state of flux. with
changing technologies and voter attitudes often leaving yesterday's savant tomorrow's idiot.
As we did in 1988 and 1991, Campaigns & Elections attempts to give you a roster from
which the latest players can be told. Once again. we restricted ourselves to the agents of democ-
racy - those people beyond the policymakers whose task it is to bend the ear of America's ultimate boss: the elec-
torate. Once again, our criterion was anticipated impact upon the process in the near future, gauged by recent
performance and changing conditions. Once again, those who had already made the trip to the summit, need not
have applied.
In recognition of the expanding role of grassroots lobbying and association activity in the political process.
we added the managers of a number of political action committees to our universe of volunteer activists, cam-
paign consultants and party officials.
To facilitate our task, we requested nominations from 400 established political professionals, tallied mul-
tiple mentions, then investigated the merits of each nominee. Past inclusion ruled out a second mention.
The final result does not pretend to be an all-inclusive list of industry "comers." We have probably missed
many deserving entries. But if you number yourself a speculator in political stock, here are some futures likely
to pay a handsome return on your investment.
