Dear Ms. Herman:
As follow-up to my conversation with your Executive Secretary Ruby Moy on
Monday, February 14, the District of Columbia Public Schools is pleased to invite
you to host the seventh annual Kings Dominion Scholastic Standout Luncheon on
Saturday, April 30, 1994 at 12:00 noon at the Omni Shoreham Hotel, 2500 Calvert
Street, N.W. Washington, D.C. 20559.
Sponsored by Paramount's Kings Dominion, Inc. and Paramount's
Communications Company, the luncheon will honor students in grades 8-12 from
each of our secondary schools for exceptional scholastic attainment, good school
attendance and demonstrated achievement against social, economic or personal
adversities. Paramount's Kings Dominion will award at least seven (7) $1,000
scholarships to competing seniors who are nominated by their principals. Each
student honoree will be accompanied by their parents/guardians and a school
administrator.
Executives from Paramount's Kings Dominion and representatives from the Board
of Education, the City Council, and the Mayor's Office of Educational Affairs will be
invited to join Superintendent Franklin L. Smith in applauding the positive
achievements of our students and sparking their future growth to its fullest
potential.

Over the years, you have played an active role in improving the
quality of life for District of Columbia residents. Once again,
our city needs your help and support.
The Department of Housing and Urban Development (HUD), later this
year, will make available an abundance of federal dollars and
other resources to seventy-one (71) urban communities throughout
the country through the Clinton Administration's Empowerment
Zones/Enterprise Communities Program (see Enclosure). I am
pleased to inform you that the District of Columbia will apply to
HUD for federal designation. In order to develop the
application, we need your input. According to he federal
guidelines, your views and ideas are critical 1% HUD is accept
our city's proposal.
The application is due to HUD by June 30, 1994. In order to
understand your concerns and solicit your input, you are
cordially invited to attend the first COMMUNITY BRIEFING AND
PLANNING SESSION on Saturday, April 30, 1994, at Roper Jr. High
School located at 4800 Meade Street NE from 8:47 A.M. to 4:00
P.M. The school is located across the street from the Deanwood
Metro Station and parking is available. The agenda is enclosed
for your information.

Total population must not exceed 60,600 people.
Must have a poverty rate at or above:
20% for each census tract

URBAN EMPOWERMENT ZONES BENEFITS (6 to be designated nationwide)
Tax-exempt facility bonds for certain private business activities.
$100 million in Social Services Block Grant Funds for each urban zone.
Special consideration in competition for federal funding.
Cooperative relationship with the federal government to remove federal barriers
to comprehensive economic, community, and human development.
Employer wage credit for zone residents extended to employers doing business in
zones -- to 20% of the first $15,000 in wages and qualified costs.
URBAN ENTERPRISE COMMUNITY BENEFITS (65 to be designated nationwide)
Tax-exempt facility bonds for certain private business activities.
