PROHIBITING SEXUAL ORIENTATION DISCRIMINATION IN THE CIVILIAN FEDERAL WORKFORCE -- KEY EVENTS December, 1993 -- August, 1997 Most, but not all, cabinet departments and independent agencies issue memoranda setting forth non-discrimination policy based on sexual orientation. These memoranda state the policy of the particular department or agency but do not last beyond the tenure of the agency head or the Administration and create a patchwork of policies which contain significant variations. February 17, 1994 OPM issues memorandum interpreting and re-stating "long standing" government policy prohibiting discrimination based on "non-job related conduct." August 3, 1995 President signs Executive Order banning sexual orientation discrimination in the granting of security clearances. October 19, 1995 President endorses Employment Non-Discrimination Act.
