We wanted to provide you with enough information SO you can make an informed choice Nov. 3. This scorecard highlights issues in the U.S. Senate and House of Representatives in the 105th Congress from January 1997 through September 1998. For up-to-date information on your members of Congress and campaign activity, visit our website at www.hrc.org. SENATE 1. Employment Non-Discrimination Act, S. 869 (cosponsorship) All 100 members of the Senate were asked to cosponsor legislation prohibiting anti-gay discrimination in the workplace. Introduced on June 10, 1997, S. 869 has 35 cosponsors: Democrats - 32; Republicans - 3. 2. Hate Crimes Prevention Act, S. 1529 (cosponsorship) All 100 members of the Senate were asked to cosponsor legislation extending federal jurisdiction over serious, violent hate crimes committed against lesbian and gay Americans when others will not or cannot act. Introduced on November 13, 1997, S. 1529 has 32 cosponsors: Democrats - 28; Republicans - 4. 3. Non-discrimination Policy Senators were asked to voluntarily adopt a written policy for their congres- sional offices indicating that sexual orientation is not a factor in their employment decisions. A total of 65 senators adopted a non-discrimination policy: Democrats - 41; Republicans - 24. 4. Ashcroft Amendment to H.R. 2107 Sen. John Ashcroft, R-Mo., offered an amendment to the Department of Interior appropriations bill that would eliminate all funding for the National Endowment of the Arts. The Senate rejected this amendment on Sept. 17, 1997, by a vote of 23 to 77: Democrats - 0 yes/45 no; Republicans - 23 yes/32 no. HRC opposed this amendment. 5. Satcher Nomination to be Surgeon General - Final Passage On February 10, 1998, the Senate voted to confirm nominee Dr. David Satcher to be U.S. surgeon general and assistant secretary for health by a vote of 63 to 35 with two senators not voting: Democrats - 44 yes/0 no; Republicans - 19 yes/35 no. HRC supported Satcher's nomination. 6. Disadvantaged Business Enterprise (DBE) - Motion to Table Sen. Mitch McConnell, R-Ky., introduced an amendment to the Intermodal Surface Transportation Efficiency Act (ISTEA) that would have ended affirmative action programs in awarding transportation contracts. The vote was to table, or kill, the amendment. This motion passed 58 to 37 with 5 senators not voting: Democrats 43 yes/1 no; Republicans - 15 yes/ 36 no. HRC supported this motion.
