Dear Gregg:
Even though I am not one of the addressees of your memo regarding
the discussion of OAR in conference yesterday, I feel compelled
personally to respond to you since I have been unable to reach
you by phone.
First, perhaps we have not been doing as a good a job as we could
at our end of communicating all that the Administration is doing
on behalf of OAR but it would have been nice if you had called
here before writing (and widely disseminating) memos that accuse
us of having been insufficiently supportive of the OAR in this
latest round of negotiations. In fact, the Pelosi language has
been supported in each round of negotiations, at various levels
of Administration interaction with the appropriations committee
leadership.
Second, if Mr. Porter said that Drs. Varmus and Paul were fully
satisfied with the resolution of the FY 1996 situation, we both
know this is inaccurate. Both Dr. Varmus and Dr. Paul made clear
that they strongly support - and need the consolidated
appropriation. But I am sure they also made clear that the funds
being spent in the current fiscal year are being spent according
to the OAR plan something we all know to be true and support.
