Washington, D.C. 20500 Dear Richard: Thank you for sharing a copy of the President's speech on hate crimes. The American Civil Liberties Union has studied this issue in great depth. We would appreciate having an opportunity to work closely with the newly formed Hate Crimes Commission. It is important that diverse viewpoints be represented on such a Commission. There is a need to balance free speech rights, with legitimate criminal investigations and sanctions. I am enclosing one of our briefing papers for you review. I look forward to hearing from you.
