Cuban Migration New Developments Washington Post reported that 76 Cubans were rescued off the coast of Florida on Sunday, August15, from nine vessels (rafts). The situation in Cuba has not changed: there have been no recent demonstations or disturbances in Cuba. Points We seek to encourage legal channels of emigration from Cuba and have urged Cubans not to take to boats. Cubans who wish to emigrate can apply through normal immigration processing or through our in-country refugee processing program in Cuba, which is one of only four countries where we operate such a program. We do not condone the use of violence in the seizure of aircraft or vessels. We will investigate and, if warranted, prosecute violations of international and U.S. law involving the use of violence. (If asked about U.S. residents traveling to Cuba to pick up friends and relatives.) We seek to prevent another Mariel, which is not in the interests of the people of the United States or the people of Cuba. To this end, vessels that appear to be bound to Cuba will be stopped and boarded by U.S. law enforcement officials to determine the intended destination and purpose of travel. We do not condone alien smuggling. In appropriate circumstances, vessels involved in illegal activities will be seized and individuals who violate the law will be prosecuted. (If asked why Cubans and Haitians are treated so differently.) Different situations require different responses.
