PURPOSE In conjunction with the National Governors' Association Winter meeting, you will be hosting the spouses of the governors for a luncheon in the residence. There will be no set issues to discuss, but this will give you the opportunity to speak on various issues that transcend party lines and that is of concern to many of the spouses. It will also allow you the opportunity to develop a relationship with some of the new spouses as you will be seated with several of them. II. BACKGROUND As you may remember, you were hosted by the spouses for a luncheon at the H.H. Leonard Mansion during the 1995 Winter Meeting. You will have seen many of the spouses the previous evening at the White House dinner and will have visited with several of them who spent the night at the White House. Governor in Maryland, and the recent birth of Kerry Kennedy Cuomo's twins; you might also want to acknowledge the birth of triplets in December to Michelle Engler; and offer best wishes to Sue Ann Thompson, who is undergoing treatment for breast cancer and won't be at the luncheon] BREAST CANCER AND MAMMOGRAMS * I'd like to commend all of you for the energy and time you have contributed over the past year to the issue of breast cancer. I know your report will help alert women and men to the urgency of this and other women's health issues. As women, we bring a unique perspective to the issue of health care because we are typically the primary caretakers in society. So anything we can do to educate and inform the public about breast cancer and other diseases that primarily afflict women is a great service not only to women, but to their families as well. * We are all touched by breast cancer at one time or another in our lives. My mother-in-law was diagnosed a few years ago and she was one of the unlucky ones who could not be treated. Unfortunately the number of women succumbing to the disease is getting higher every year. * [Discuss some of the women you have met at the mammography roundtables] CHILDREN AND VIOLENCE * I'm also delighted to see that you have chosen to focus on children and violence in the coming year. I don't know how many of you saw the three-hour documentary special on CBS on Thursday night, which examined violence around the country in a very profound, dispassionate way. It described our nation's cities as "The Killing Fields of America," and sadly, that is too accurate a description in too many neighborhoods and communities. * Here in Washington 167 children have been killed in this city since 1990. * Over the past few weeks the unthinkable has become the routine: -- The day after Christmas a 12-year-old from a group home came to visit his mother and was shot numerous times in the head and body a few blocks from her house. -- A few weeks ago, a sophomore at Cardozo High School was shot to death at the school's entrance, allegedly by a 14-year- old in a dispute over a girl. * In Washington and other cities, children are barricading themselves indoors as a survival tactic. They are scared to go outside and play, scared to go to a movie, scared to go to a party, scared to go to school. THE CRIME BILL * The President's Crime Bill was a huge step forward in getting guns off the streets and out of the hands of criminals. It will stiffen penalties for criminals. And perhaps most important, it attacks the root causes of crime by investing $7 billion over the next five years for prevention programs: employment opportunities in crime-ridden neighborhoods and after school programs, for example. * As the warden of the Louisiana State Prison, who has headed one of the toughest penal institutions in the country for 24 years, said on the CBS documentary, the key to solving our crime problem is not simply to make punishment more severe, but to keep the next generation from getting into crime in the first place. In other words, we have to go after poverty, unemployment, lack of education, and perhaps most important of all, family breakdown. * Instead of viewing this problem as intractable or futile, we also need to look around and see the incredible things that people -- from welfare mothers, to school principals, to law enforcement officers, to everyday citizens -- are doing to make their communities safe again. WOMEN CAN PLAY A SPECIAL ROLE IN LEADING THE FIGHT AGAINST VIOLENCE * I don't think it's a coincidence that women are stepping up and helping galvanize communities to fight crime and stop violence. Look at Mothers of Murdered Sons (MOMS) in Atlanta and the mayors of East Palo Alto and Menlo Park in California who, in different but equally effective ways, have confronted crime and violence head on. * As our social institutions grow weaker, as television continues to bombard children with glamorized images of violence, we must focus on programs and people who are making a difference. -- The Police Athletic Teams in Birmingham, Alabama, which sponsor 300 teams in 52 neighborhoods -- The drug abuse, anti-gang initiatives that are part of a community policing effort in Coeur d'Alene, Idaho -- After school programs such as City Streets in Phoenix -- Recreational clubs like the wonderful Jesse White Tumbling Team from Chicago, that now has a waiting list of 4,000 young people. --- Mentoring programs like the Omega Boys Club in Oakland, California, which has sent 118 kids, most of them from public housing projects, to college -- and only 10 have dropped out. These are the kinds of programs the Crime Bill will bolster. * I am so excited that you are getting involved in an issue so critical to children and families across our country. Susan Bayh Mrs. Bayh gave birth to twin sons on (b)(6) Birch Evans Bayh and Nicholas Harrison Bayh were their first children.
