OF CITIZENS' COMMITTEE FOR CHILDREN OF NEW YORK: April 24, 1995
GREETINGS
o HRC sends greetings from the White House. Sorry cannot be with
you in person tonight. Possible segue for this remark -- CCC's
50th anniversary theme KIDS FIRST. and HRC putting her daughter
first, to be with Chelsea at her school's parent event.
o KIDS FIRST, NEW YORK is a citywide movement initiated by a
growing sense of urgency among New Yorkers to "do something" to
improve conditions for children, a concern for children and what is
best for them. Our goal is to reach out to New Yorkers more than
ever before, raising their awareness, educating then and bringing
to the forefront of public debate, the serious challenges facing
children in New York city. We seek to create the change needed to
make children, their education, safety and well-being a priority in
New York city. Members of KFNY are New Yorkers from all walks of
life who share a common interest in making New York City a good
place to be a child. KFNY member act as a child advocacy team
working to convince the Mayor, City Council Speaker and
Councilmembers, Governor, State Legislators and other policymakers
to act on behalf of children as they pass laws, enact budgets and
develop programs for children.
ELEANOR ROOSEVELT AWARD
o I am delighted to be the first recipient of the Eleanor
Roosevelt award for children's advocacy. Improving conditions for
children has been my passion since the earliest days of my career.
I have studied and learned much from the work of Eleanor Roosevelt
and she has long been a hero of mine.
o Eleanor Roosevelt was an activist first lady and an avid
volunteer in all kinds of community services but especially in
developing social programs and community solutions to the problems
facing children. When she began her work, children were living in
conditions not all that different from today-- too many children
were born small, too soon and dying early, many children were going
hungry and were not receiving immunizations and other kinds of
health care, there was little safe child care for young children
and virtually no afterschool care for school age children whose
mothers worked in the war industries, too many children were poor,
and many children were orphaned or abandoned and growing up in
institutions. But Mrs. Roosevelt knew then what we all know today-
- that active volunteers, citizens in their own communities, can
turn their individual concern about children into a force for
social good that can improve the future for all our children.
Mrs. Roosevelt knew that citizens banding together with a common
purpose could shape the future for children. It was this knowledge
and the insight derived from her own personal experience that
prompted her remarks to Trude Lash and that created CCCNY. On the
eve of her retirement from CCC more than 25 years ago, Trude Lash
recounted a story about Mrs. Roosevelt to a New York Times
reporter. The story goes like this: Reflecting on her tenure as

Director of CCCNY, Mrs. Lash remarked on her own reluctance to take
on the job at first. She had a host of reasons why she should not
take on the job-- she wasn't ready, the timing was bad, etc -- and
noted that it was Eleanor Roosevelt's words to her that cinched her
decision to take on the job. Mrs. Roosevelt said," if we wait
until we're ready, we'll never do anything and then it will be too
late". And it is exactly this sentiment that created CCCNY and
sustains it as the premier child advocacy organization in the City.
And it is exactly the force that drives CCC today, and has driven
it over the last fifty years, to keep a focus on the child, on the
family and on the community.

It is a great honor to have been chosen to receive CCCNY's
first Eleanor Roosevelt award. Because I cannot be there with you
tonight, I have asked David Roosevelt, the grandson of Eleanor
Roosevelt, to accept this award on my behalf. I would like to
thank the Board of Directors, Members and staff of CCCNY for this
great honor. I would like to especially thank Blair Brown who will
present David with my award, Samuel Peabody, chairman of CCC who is
inaugurating the Samuel P. Peabody awards this evening
commemorating his achievements making a future for children. I'd
like to send my best wishes to the three recipients of the Peabody
awards-- Geraldine Laybourne , Anna Quindlen
, and Laurie

--I hold you in the highest regard, first for your
great professional achievements on behalf of children and for your
cutting-edge strategies to make a better future for all our
children.
ABOUT CITIZENS' COMMITTEE FOR CHILDREN OF NEW YORK
o CCC's role in the development of highly effective advocacy
strategies and techniques
o
The basic ingredient of our success over the years is our
reliance on staff/volunteer partnerships and coalitions with
concerned New Yorkers as the vehicles to get the work done. CCC
depends on the opinions, recommendations, advice and participation
of a diverse group of New Yorkers who help us frame our priorities
and carry out our agenda. The goal of our work is to engage more
New Yorkers in ensuring that every child has access to health care,
housing, education and has the opportunity to grow up in a safe and
nurturing environment.
o Over the years we have attempted to reform government and
voluntary child services and expand the reach of public and private
services. We pioneered many techniques now in use all over the
country-- Community Leadership Course now Child Watch by CDF; State
of the Child Reports now Kids Count and its newest evolution--
community-by-community indicators-- Keeping Track. These techniques
understood by activists everywhere who live and work in their own
communities sought to achieve a balance between children's needs
and the interests of the human service community, parents,
community and civic groups and policymakers in New York city.

According to Keeping Track, CCC's much-heralded publication documenting the risks to
child well-being, New York City has some ot the hughest numbers of chikinen in foster care,
detention, psychiatric hospitals and special schools. Few children in need receive support
services and many die of violent causes. In short, children are "slipping through the cracks'
in record numbers.
To ensure the future of our children and our city COC works with parents,
professionals, policymakers, educators, public officials, and community leaders to even out
the odds. Through substantive policy work, publications, research, program monitoring,
grassroots organizing and advocacy, CCC addresses the most pressing issues facing New
York City children: health, mental health, education, child care, housing, homelessness,
income security, child welfare, community life, juvenile justice, and youth development.
