Dear Mack: Although the President's trip through the Americas is still in progress as I write this, I just read a report of the President's remarks in Sao Paolo and this morning's other trip headlines and I felt compelled to write you this very brief note. The core message: congratulations, well done. Today's headline in the FT and the theme in several other articles I read was about how meaningful it was for the President to embrace Mercosur and to talk to the Brazilians about the nature of the partnership we must evolve. The Sao Paolo speech is being reported as hitting several key points: globalization is irreversible; still, we know there is opposition; some of this opposition is linked questions about the benefits it is offering the masses; income disparities are a particular problem in this regard; as we go forward we must address such questions of social equity (to coin a phrase) such as education; etc. As you know, I think these are exactly the right points at the right time and several phone conversations I have had today with government and business friends in the region suggest they are being very well received. It is good to know that you are at the President's side whispering some of these things into his ear and also that he believes them too. It also makes me feel like I have considerably more input into the process than I did when I was in the government. I only add this last point as a tribute to your skills as a diplomat--because it is you have somehow given me this impression (and I am also confident that you would never dispel it regardless of the truth.) Subject: Status of Caribbean Basin Trade Enhancement Act The Senate: On October 1st, the Senate Finance Committee reported out of committee by voice vote a Caribbean Basin trade enhancement bill. It is a three-year bill and is narrower than the Administration's bill on textiles and apparel, only qualifying for preferential tariff and quota treatment material that is shipped from the Caribbean Basin that is made with U.S. content. The additional tariff preferences are paid for by increasing the customs user fee on travelers departing and returning to the U.S. from Mexico, Canada and the Caribbean Basin region. The criteria includes requirements that exist in other U.S. trade programs with the region, as well as most of the other criteria contained in the Administration's bill. The House: The House Ways and Means Committee reported out a Caribbean trade bill on a voice vote on October 9th. The bill is similar to the one put forward by Chairman Archer last summer, which provides funding for a one year trade enhancement program. The textile and apparel provision is broader than the Senate bill and more generous than the Administrations bill in the treatment of regional fabric and fabric from "third" countries. The reduced tariffs are paid for by changing how companies treat their tax withholding for employee vacations. Due to the short duration of this provision, the criteria is narrower than that included in the Senate or Administration bill. However, the House has indicated a willingness to expand the criteria to include more of the criteria contained in the Administration's bill, as was agreed to during the negotiations with the Senate and USTR in "conference" last summer. Outlook: There is no indication in the House or the Senate as to when a floor vote would be scheduled -- a vote that is not supposed to take place until after the vote on Fast Track is cast. It is assumed that Fast Track will be voted on this fall; otherwise, the CBTEA would likely be voted on before Fast Track is taken up. It is evident that CBTEA enjoys greater support in the House and Senate than does Fast Track. President Clinton is committed to the hemisphere, and to the Summit process he began. Maintaining the momentum of Miami, we want to ensure Santiago is a complete success. To be so, the Summit will require substrutive high impact initiatives which improve people's lives. It will also require we fully implement our Miami commitments. Last May in Lima, you recall, we agreed as a hemisphere that education, strengthening democracy and human rights, enhancing economic integration and trade liberalization, and alleviating poverty will be the primary Summit initiatives. The United States welcomes the opportunity to work with the hemisphere's other 33 democracies in developing concrete achievable action items for these four initiatives, as I have personally discussed with Chile's Frei, Insulza, Arriagada, and Martabit. Argentina has been supportive of the Summit process (FTAA, money laundering, anti-terrorism, White Helmets), and we are truly grateful. The meeting of the Summit Implementation Review Group at the beginning of this month in Washington was our first attempt to negotiate a hemispheric action plan for Santiago. Since education and the launch of comprehensive FTAA negotiations will likely be the two most prominent items of the Summit, we need to agree on a thoughtful, creative approach to each which will significantly advance our efforts in each area. TRADE ISSUES Mr. Minister, we discussed hemispheric trade issues when I was here two weeks ago, so I won't go too deeply into the matter except to update you on a few key points. 2 We are committed to a hemispheric free trade area, consisting of all the democracies of the Americas, as the best way to advance the economic aspirations of all our citizens in the coming global century. As we agreed in Belo Horizonte, we need a comprehensive launch of negotiations in Santiago, concrete progress by 2000, and final agreement by 2005. Democracy must deliver if it is to be sustainable. We believe sub-regional groupings in the hemisphere, such as MERCOSUR, can be helpful to this process, Lso long as they create rather than divert trade, do not unfairly discriminate against non-members and serve to build momentum to a hemispheric, and ultimately global, trading arrangement. I have stated this in recent speeches in Sao Paulo and Santiago, and the President reiterated this approach during his remarks yesterday in Sao Paulo and during his press conference with Cardoso Tuesday. Argentina can be a positive force in ensuring MERCOSUR develops in a manner consistent with this hemispheric, and ultimately global, approach. And we want to work closely together, bilaterally and regionally, on trade and cross- cutting issues such as climate change, to ensure consistency of views. Finally, in the near term we are committed to obtaining fast track trade negotiation authority for the President. We're making progress--just last week the bill was voted out of committee in the second of our two Houses of Congress. We expect a tough fight to final passage in the coming weeks, but, with the President fully and publicly engaged, we are confident of ultimate success. EDUCATION INITIATIVE We also believe, however, as the President discussed in Brasilia with Cardoso and spoke about publicly yesterday in Sao Paulo and Rio de Janeiro, that open trade must be accompanied by universal access to quality education. The First Lady also addressed this topic earlier today in her remarks to the Argentine people. To take advantage of the new world being created by open markets and increasing trade, all our people must have the skills to compete in a new global economy. 3 Santiago must therefore address the hemisphere's pressing needs with a few positive, high-impact action items that are truly presidential in stature and scope. Standards, teacher preparation, school to work programs, civic education, exchanges, and distance learning and technology all have a role in improving education. We need to find a way to integrate these into a comprehensive, long-term approach. Your government has already taken concrete steps with generous contributions to the Fulbright educational exchange program for Argentines studying in the United States. Now we need to find ways to expand such exchange programs and to encourage increasing private sector participation, perhaps through tax incentives and reform. A bold, lasting education initiative can be a crowning achievement for the Americas. As we are beginning to do in other areas such as anti-corruption, with sustained effort we can set an example for the world. Our President has made education a priority domestically. Let's work together and with the other nations of the Americas to find creative educational approaches to develop fully the potential of all our citizens.
