It having been reported to this office
that checks for payments of bountees de to aolored
soldiess have, in dome instances, been drawn
payable to the claimanh or "bearer"; I have
the hinor to invite attention to Circular from
the Feasury Department of March 17. 1873,
copy herewith, which permits Disbursing officers
of the Greedmens Branch a. G- O. to draw
checks in favor of themselves or bearer or order
