Mar Department, ADJUTANT GENERAL'S OFFICE, Washington, January 12, 1875. Major a K. arnold 6th Davy, Disbursing New Breans Officer La. major: The Commissioner of Pensions has requested, with a vieu to the protection of the public interests in the matter of Pensions to Colored Soldiers and their heirs, that a report be made in all cases where payment of bounty or arrears of pay is refused by the Disbursing Officers of this Office, the same to be used in connection with the adjustment of claims pending in his Office, and in those already allowed. In order to a compliance with said request, you will hereafter submit a report direct to the Commissioner of Pensions in all such cases, giving name of the soldier, and of the payee, (when other than the soldier,) the company and regiment in which the soldier served, and a brief summary of the reasons for withholding payment. Upon the removal of the causes upon which the withholding of payment was based, the Commissioner of Pensions is to be likewise informed of such fact. Very respectfully, Adjutant General.
