Sir
The petition of the undesigned Armours & artisans
employed at the United States Armory springfield,
Hapachusett, respectfully represents that notwithstan-
ding the frequent occasions they have had to appeal to you you &
your predicessors in office for a why of their grewances, &
at the armory; they cannot on the present occasion with
correction of the abuses, which have for years been increasing
pudice to their feelings, & a proper regard to th jublick
interest, refrain from submitting to your excellency.
that the appointment of Mr. Joseph Weatherhead
to the office of Master Armour, has been one queat cause
of producing much of the discontent which at present
in itself to the well management ment of the institution, &
to represent to your excellency that an office so important
in the armory they beg leave respectfully
the succeptual proxection of its operations, should befill-
viz. a practical knowledge of the various branches of the
ed by a person popeining the profur requisites for the same,
busines under his direction- a sound & ready judgment
prompt. attention to the interests of the establishment-
in matters upon which he is every day called to decide-
correct dealing & gentlemanly de/iortm int toward those
employed therlin. That in almost all the principal branches
of the manufacture under his direction, the said Master
hermorer has had littler no practical knowledge That
he is seldom prepared to give an immediate answer when
under his inspection, in consequence of which indicision,
inquired of concerning any matter ulating to the businep
