Parsons was originally a postal clerk, but studied at South Kensington, where he eventually taught, and became a painter of landscapes and pastoral scenes, as well as a book illustrator. In 1913 he was elected president of the Royal Watercolor Society. He was also a Royal Academician. He was among a group of late 19th century British watercolor artists influenced by the Barbizon School of France, which included artists such as Millet and Rousseau.
