Garrision, Rushville, Ill. - Dear Madan:- The details of your preparation for foreign service are still pending, but because of the considerable period required to comply with necessary regulations as to the issuance of passports, it is suggested that you proceed now to apply for a passport for service in Europe and this letter will service as your authorization. Please follow the directions in the preliminary information already sent you but do not start for New York until you receive specific instructions to do so. Make your application to the Clerk of the nearest Federal letter Court. The Clerk of the Court will send the application with this and the other necessary documents attached direct to the Department of Personnel American Red Cross, Washington, D. C. , and not to the State Department, as formerly. As soon as the formalities of your preparation for foreign service have been setisfactorily completed you will be notified by the Bureau of Personnel in your Division, the date on which you are to report in New York.'
