August 21, 1914. Medical Director C. F. Stokes, Naval Hospital, B Philadelphia, Pa. My dear Dr. Stokes: Your letter of August 19th just received, also your letter to Miss Boardman hs.s been referred to me for reply. I am indéed glad to know that you are still interested in the Nursing Service and any suggestions you may make would certainly receive consideration from me. I shall not soon forget the splendid way you always supported me when Surgeon General of the Navy, and I feel under the deepest obligations. Mrs. Higbee and Miss Bowman both called on me a few days ago. and I feel sure it will be most fortunate to sonsider her appointment as one of the supervising nurses. I will tell you the exact bituation so that you may know our plan of wórk. We have called on eleven committees to furnish a unit of twelve nurses including one supervisor. In making this request, I authorized the local committees to submit names for the supervisor of their group. All of the groups now ready for service have sent in the name of the supervisor selected. It seemed most nat- ural that Miss Bownan should be assigned to duty wi h the Philadelphia group, and I suggested her name to them after seeing Mrs. Higbee. They hai already made arrangements with Miss Lehman, present superintendent of the Visiting Nurses Association in Philadelphia, and a woman well known to the Philadelphia nurses, to act as supervisor, and were un- willing to retract after having made the arrangements. I feel quite sure that we shall be able, at the last, to find a place for Miss Bowman, but just at the moment, it is impossible to say how this can be done. We were in doubt in the beginning whether it would be possible to accept her service as she was on active duty in the Navy, and I did not know that it would be possible for her to resign and be re-in- stated on her original status. Mrs. Higbee assures me that this can be done, which removes one difficulty which prevented our naming her in the beginning. In the meantime, I will do my best to assign her with some other group-and will write you later concerning the matter.
