While on this subject, we feel it may not be amiss for us to call
your attention to the fact that one month was ordinarily consumed each

way in the ocean voyage, as well as the long period of time consumed
by those who were stationed in the interior of Siberia, in reaching their
respective posts. We believe you will agree with us, therefore, that,
aside from the letter of the law, which we consider equitable, the above
ruling, even under the spirit of the law, will work no hardship upon any
of our personnel.
