Miss Hasel I. Corbin
118 Tast 54th Street
New York, N.Y.
My dear Miss Corbin:
In accordance with the nomination of the Manhattan, New York,
Local Committee on Red Cross Nursing Service, we are pleased to appoint you as
chairman for a period of three years.
The developments in connection with national defense and our respon-
sibilities for providing large numbers of nurses for the military forces, as
well as disaster preparedness, make it imperative that each member of the com-
mittee have a definite share in its prescribed work.
To this end, you and the secretary will wish to outline a plan of
committee activities and delegate a specific job to each committee member.
The attached diagram (ARC 710-D) is suggestive of how each member may give
the most effective service in enrolling eligible nurses.
It is recommended that each Local Committee be represented on the
State Committee on Réd Cross Nursing Service by the chairman and secretary,
in order that each Local Committee may function as a unit of the State Com-
mittee and share in planning objectives for the state as a whole. The
essentials in this connection are:
1. An active and rotating committee membership (See "Rotating system of
appointing personnel to Local Committees")
2. Regular and well planned meetings with one annual meeting
3. A year round publicity program (See "Publicity kits")
4. Close cooperation with schools of nursing and professional registries.
5. A good working relationship with Red Cross chapters.
No doubt your predecessor will turn over to you the informational
material she has received from National Headquarters from time to time, but
we are sending you a few pertinent publications for your immediate reference:

- The American Red Cross Nursing Service
ARC 710 - "Extracts" regarding committee organization
