My dear Miss Crandall:
I am enclosing a list of the Schools of Nursing
in Europe, which hate-been established under the sponsorship of the
American Red Cross, including the one in Constantinople which has not
been but has been staffed by American Red Cross Nurses.
The Constantinople Chapter has also assisted with this project in a
very measurable degree.
We are also supplying the nurses for the establish-
ment of a School of Nursing in Haiti. The initial steps toward this
School were developed under the auspices of the Navy, which under the
terms of the Treaty supplied Sanitary Engineers and others for the
purpose of assisting the local government in its development. Four
American nurses are now at this institution, and while they are paid
by the government, the School building in which they are develoring the
School is being built by the American Red Cross.
In regard to the development of Schools of Nursing
under the League of Red Cross Societies, may I say that the function of
this organization is purely advisory and not administrative, and while
they subsidized the School at Belgrade, Serbia, this is a departure
which is not consistent with their policy. I understood Miss Olmsted to
say - that they were conducting five Schools,-but this is hardly correct,
ss it 1a not within the provinces of the League to operate activities.
It should advise countries, however, upon the questions of development
of modern systems of nursing. I asked her - where these schools were, as
I had not heard of any other than the one in Belgrade.- She told me
that two were in Roumania and one in Hungary. My latest reports from
Hungary show that so far this plan has not materialized
In regard to the field of public health nursing
in foreigneountries, may I state that the Red Cross has practically
closed its public health nursing activities in Furope as of July lst,
although we retained in Austria, Hungary and Caschoslovakia alvisory
nurses until quite recently, when Miss Nelson and Miss Schaub have been
withdrawn to assist with our program in Athens. I* yould be impossible
for me to give a history of our child health stations the medium of
a
letter. I am therefore referring you to our Annual Repogt for the
Years ending June 30, 1921 and 1922. I presume that these Paports are
