My dear Miss Gardiner,
I amindeed fortunate to be at Red Cross Headquorters
in time to see Miss Thompson, who has arrived this morning.
I
amggeeabjy interested to hear of the progress of your work in
Italy and am more than glad to have this opportunity of sending
you a personal message, feeling sure that it will reach you
safely.
I am sure that you were greatly surprised to receive
the cablegram concerning your return to the United States and I
can well imagine Dr. White's consternation and probable disapproval.
It was difficult to explain in the cable and reason for the message
but I am quite sincere in my hope that you will find it possible
to turn the work in Italy over to someone else as soon as possible,
as our plans have developed into a tremendous Peace program and
will require our best efforts to, carry them through to a successful
conclusion.
Miss Fox has done splendidly, but I do feel that we need
your guiding hand. It may be that Mis Fox has already written you
some of the details plan whichwa.s finally worked out and the many
complications which arose. A more or less alternative scheme was
submitted by Mr. Parsons, but a.8 he has since resigned from the
Red Cross, the burden of developing the chief American Red Cross
Peace program will, I believe, fall upon the Bureau of Public Health
with Nursing. over twenty million members, which means at least twenty million
Out last campaign went through to a successful concluaion
dollars available for some form of Red Cross activity. I believe
that the Red Cross is entirely willing to spend such amounts as may
be necessary to make a success of our plan.
This plan has already gone out to the Divisions and
through then to the Chapters. I had a meeting of all the Division
directors before leaving Washington and theywere enthusiastic.
After this meeting we circulated the Public Health nurses through
all the divisions west of the Mississippi - they were all enthusias-
tic. At about the same time a meeting Was called of the Division
managers and I was given anentire morning to discuss the plan with
them and after a single explanation, it seemed to meet with their
