of the Federation of Nurses, was forthwith appointed
with Miss Jane A. Delano as Chairman. The Surgeons
General of the Army and Navy were anxious that the
standards adopted for enrollment by the Red Cross
should meet their requirements for admission to the
Army and Navy Nurse Corps, so that the Red Cross might
serve as a reserve for these organizations. Regula-
tions were later issued by the Secretary of War making
the Red Cross Nursing Service the reserve of the Army
Nurse Corps, and the proclamation issued by the Presid-
ent of the United States in 1911 placed on the Red Cross
the responsibility of acting as the only relief agency
permitted to render aid to the Land and Naval forces in
time of War. In order that the work might develop along
lines acceptable to the Army and Navy, the Chairman of
the National Committee on Red Cross Nursing Service
accepted the appointment as the Superintendent of the
Army Nurse Corps in 1909. (Sixteenth Annual Report of
the American Society of Superintendents of Training
Schools for Nurses - 1910, page 91-95.)
