Regulations were later issued by the Secretary of War making the Red Cross Nursing Service the reserve of the Army Nurse Corps, and the proulamation issued by the President of the United States in 1911 placed on the Red Cross the responsibility of acting as the only relief agency permitted to render aid to the Land and Naval forces in time of War. In order that the work might develop along lines acceptable to the Army and Navy, the Chairman of the National Committee on Red Cross Nursing Service accepted the appointment as the Superintendent of the Army Nurse Corps in 1909. (Sixteenth Annual Report of the American Society of Superintendents of Training Schools for Nurses - 1910, page 91-95.) 2. In 1912 Miss Delano resigned as Superintendent of the Army Nurse Corps in order to devote her entire time to the development of a Red Cross Nursing Service. 3. The Bureau of Nursing Service, functioning under the Department of Military Relief, was created in 1916 and Miss Clara D. Noyes was placed in charge of this bureau and was responsible for the selection and assignment to duty of all nurses except Public Health Nurses. 4. A Bureau of Instruction was authorized, which was later changed to the Bureau of Nurses Aids and Instruction. 5. With the rapid extension of the service, due to war conditions, a Bureau of Enrollment was authorized in 1917. 6. The Bureau of Dietitian Service was organized in 1916 for the 0 purpose of securing the services of trained hospital dietitians for Base Hospital Units then being organized by the Red Cross for service overseas, and also to secure a list of instructors who might monduct classes in hospital and home dietetics. 7. The Bureau of Public Health Nursing had operated prior to May 1918 as the Bureau of Town and Country Nursing Service. This service was reorganized at this date under the Department of Nursing. 8. The variety of activities conducted by these four bureaus, all the outgrowth of the Bureau of Nursing Service seemed to justify the creation of a separate Department of Nursing which was authorized by the Executive Committee of the Red Cross, December 7, 1917, Miss Jane A. Delano was appointed Director of this department, retaining her relation as chairman of the National Committee on Red Cross Nursing Service. Miss Delano then gave her entire time to supervising and directing the Red Cross Nursing Service, which recruited and en- rolled more than 35,000 American nurses. What her accomplishment has been is shown in the Nursing Statistics attached, and in the future program of the American Red Cross in developing Public Health Nursing and Hea 1th Education.
