Miss Delano had no relatives consequently I
felt that the Red Cross should assume the responsibility of
filing the claim. In view of the possibility of the trans-
fer of the bodies from the cemetery at Savenay, France, to
this country or to another military semetery in France, it
seems highly desirable to take advantage of this procedure in
order to secure the return of MissDelano's remains.
Will you not talk this over with the Surgeon
General and get his advice as to the proper steps to take at
this
time. 1 am a little confused by the contents of a let-
ter from the office of the Secretary of war, as in one place it
states that the War Department has not the right to help or
hinder the return of her remains to America, and then goes on
to state that it would be happy to render any assistance, etc..
1 feel sure that both you and the Surgeon General will give us
such assistance as lies within your power.
May I thank you for the material which you left in
my office and which shall be used with the utmost care.
