My dear Miss Noyes:
Find enclosed confirmation of telegram sent you.
It looks as though there was some big misunderstanding
on this question, when General Ireland has written as he
did notwithstanding the decision of the War Department
I
quoted as of February 7 th.
Colonel Keppel is mentioned in letter just received
from the Graves Registration Service, and this will
therefore be one of the subjects I shall take up with
him promptly on his arrival. With such conflicting
mentime
reports, the best thing to do 1 it seemed to us was to
have you people in Washington have the proper settlement
made. No one here seems willing to take the responsi-
bility.
