    "ocrText": "COPY\nNovember 15, 1921.\nMiss Lucy Minnigerode,\nChairman, Jane A. Delano Memorial,\nU.S. Public Health Service,\nWashington, D.C.\nMy dear Miss Minnigerode:\nI duly received your letter of November 5th, asking for\ninformation whether or not Congressional consent is necessary for\nthe erection, within the grounds occupied by the building of the\nMemorial to Women of the Civil War, a memorial to Mis s Jane A.\nI\nDelano in commemoration of her services rendered during the world\nwar. The site of this memorial building was procured and the\nbuilding itself erected under the supervision of a commission\ncreated by the Act approved October 22, 1913, consisting of the\nSecretary of War, Chairman of the Joint Committee on the Library\nof Confress and the President of the American Red Cross. Under\nthe terms of the Act, the title of the site and the building\nerected thereon are the property of the United States and the\nAmerican Red Cross is charged with the responsibility for the\ncare, keeping and maintenance of the building and grounds without\nexpense to the United States, subject to such further direction\nand control as may be provided by law.\nThe active functions of the Commission under which the\nsite was procured and the building erected, terminated upon the com-\npletion of the Memorial Building and it is believed that should\nCongressional action be necessary for the erection of thememorial\nproposed by your Committee, it should be taken up with Congress by\nthe President of the United States. If there is any doubt on the\npart Of the national officers of the American Red Cross, as to their\nauthority to permit the erection of this memorial, it is suggested to\nthat they might secure an opinion from the Attorney General as\nwhether Congressional action is necessary. It is believed that it\nis not the function of the Commission under which the building was\nerected to take any steps in this direction.\nVery truly yours,\nc. 0. SHERRILL\nLieut. Col.
