Dear Miss Dietrich:
Your letter of January 30th has just come. In order
that you may kmow exnetly how this Department of the Red Cross stands
in regard to public health nursing. I um writing further to say that
we are so anxious to separate material relier giving from the woric
of the public health feei that it rearesents an entirely
distinct province, that we do not contract affiliations with organ-
izations which exnect their nurse to be alms-giver.
Thore was a time when public health núrsing was simply
a charity. We have been anzious to encourage communities to get
away from this idea and plage public health nursing on a business
basis, as has been dono in nony sections of late. While undoubtedly
the Associated Charities nurse can do a great deal of good, she does
not reach but a small percentage of the population and the majority
who are groatly in need of her services go without her.
In came the public heal th nursing in El Paso should be
re-organized, it might be that a Public Hes 1th Nursing Association
could be formed in accordance with the wishes of the Associated
Charities. This would place the work on a broad community basis
and still cover the field now included by the Associated Charities.
If the Red Cross Chapter wishes to have this public health nursing
associated in any way with its work, that also might be accomplished.
You will see in aur circular No. 203 how we have touched on the forma.-
tion of a nursing association by a Red Cross Chapter.
