Refund to mr. Conner
D
May 31. 1917.
Miss A. Louise Dietrich,
1001 East Nevada Street,
El Paso, Texas.
My dear Miss Dietrich:
I am sorry not to have replied to your letter more
promptly, but we have simply been overwhelmed with work at
the Red Cross office and I have found it utterly impossible
to keep up with the daily mail. We are working on regulations
and a suggested constitution and bylaws for Chapters in which
we emphasize the importatice of not using the Red Cross emblem
or the Red Cross equipkent for celebrations, entertainnents,
or similar purposes, placing the responsibility upon the Chap-
ters to prevent this improper use. I am surprised that this
misuse is so common in El Paso and have referred your letter
to the Director of Chapters in the hope that he might be able
to do something.
I feel sure that you must be laboring under a mis-
apprehension in regard to the white dress which you say is worn
by bdanteer nurses' aids. This uniform is blue with white
collars and cuffs, quite unlike a nurse's uniform.
