We have been in correspondence with both Mr. Caton and Miss Fright concerning copyrights, the need for approval by National of any translation, and so forth. Just recent- ly.has come through, one of our obsolete certificates translated into Spanish, which, of course, is an infringement of Red Cross policy. As you know, der- tificates are issued from either National or Division offices. In the case of Insular Chapters they are issued from National, and I am writing a letter, with Miss Noyes' approval, to Mr. Swift, who 'is to take Mr. Forster's place, to be transmitted, I hope, to Mr. Caton, showing that his procedure is out of order. Miss "right tells me that both she and Mrs. Basden are limited as to the number of classes they may carry, which from the reasons she gives, is a very good thing, but Mr. LaSalle, the new Executive Secretary, who ap- parently did not make much of an effort to see any of us, wrote to someone that he was planning a big development of Home Hygiene and Care of the Sick. Heaven help us! If they would only recognize that they are a unit of the National organization and there are certain fundamental principles which must be adhored to: If you can find out for me why they think it is necessary to have all Our material in Spanish, and what their tentative plans are for this big development, I will be eternally grateful. If you have the opportun- ity, I hope you will express to Mr. Caton your consternation of their having printed and issued a certificate, instead of having them come from National.
