Copy of letter to Mr. Bicknell from Miss Noyes' May 8, 1923.
" In confirmation of my conversation with you yesterday morning on the subject of
Miss D'Olier and her work in Porto Rico, may I submit the following recommendation
that Miss D'Olier be allowed at least two months' leave of absence to
return to the States for conference and a much needed rest, and that her trans-
portation both ways be allowed, providing she is not able to arrange for this
locally through the Army Transport.
I have discussed this with Mr. Forster, who agrees with me, and am'
sending him a copy of this.
Miss D'Olier has been in Porto Rico for two years and has worked
very hard without adequate assistance. I should like to futher suggest that she
be allowed adequate stenographic assistance.

Mr. Bicknell ans. on Miss Noyes' letter as follows* Miss D'Olier is granted
two months leave of absence on pay the actual time of travel to and from her post
to be included in the two months. She will meet her own travel expenses.

Mr. Forster's letter to Miss Butler, May 11, 1923.
"Mr. Bicknell handed the attached to me this morning. In Miss Noyes absence I
suggest that you inform Miss D'Olier of Mr. Bicknell's decision. In doing so
I think Mr. Bicknell wouls want you to empasize that this decision must not be
regarded as establishing a precedent or a policy in regard to our personnel in
the West Indies. The general policy is to dael with each case individually upon i
its me rits. For this reason it would perhaps be a good plan to advise Miss D'Olier
to keep the decision to herself. "
Letter from Miss Noyes to Miss D'Olier. May 12, 1923.
" I beg to state that my recommendation to Mr. Becknell for two months
leave of absence with pay for you, has been approved. This includes the actual
time of travel to and from the post.
I am sorry, however, that travelling expenses have not been allowed,
but I am hoping very much that you will beable to arrange through Colonel Ross and
Governor Towner for a reservation on a Gevernment Transport. Mr. Forster tells me
that he has also written you in some detail on this point.
