February Eleventh 1 9 2 2 804 Miss Kathleen D'Olier Porto Rico Chapter Hdqts., Box 996 Biblioteca Carnegie Plaza Baldorioty San Juan, Porto, Rico. My dear Miss D'Olier: Dr. Anna E. Rude, Director of the Division of Hygiene of the Children's Bureau, has written asking Miss Fox to help her to get a number of public health nurses on the Civil Service list for positions with the Children's Bureau. A Federal Civil Service Examination for Consulting Public Health Nurses is being conducted now and up to March 7th. Dr. Rude says in this connection: "This examination is being held in anticipation of a few appointments which it may be necessary to make in developing work under the Sheppard-Towner act or in connection with other work in the Children's Bureau requiring the services of an expert public health nurse. "of course you can understand that in order to efficiently develop a particular pro- gram of work under the Sheppard-Towner act it is necessary that we have R splendid regis- ter from which to make appointments. Any assistance which you can give by calling at- tention to this exemina tion will be greatly appreciated." Dr. Rude in talking to Miss Fox over the phone said she was very anxious to get on to the Civil Service list some of the best public health nurses in the country in order to set a high standard. She hoped some of you would be willing to apply for this reason al- though it might be unlikely that you would ever consider a position in the Children's Bu- reau. Moreover, she said that there would occasionally be need of employing someone for a special study or investigation at a higher salary, and for this reason also she hoped some of the most experienced public health nurses in the country would get on to the list in order that she might draw on them for such special pieces of work. You understand that putting your name on the list does not in any way obligate you to accept a position, nor does it mean that you are applying for a position. In fact, we should be extremely distressed if you did so. It does meansthat as an experienced child welfare nurse you will be helping to set a high standard which is what the Children's Bureau is seeking to have. I think Dr. Rude will appreciate it if you will he willing to apply. Sincerely yours, Assistant Director Red Cross Public Heal th KWH/ccl Nursing Service
