My dear Mrs. Dow:
Replying to your letter, the ex-service
nurses who are eligible for the bonus are only those nurses
who were federalized and served with the Army and the Navy
Nurse Corps during the war. In Looking over your records
we find that your service was with the American Red Cross,
that you reported in Paris on November 2, 1918, were assigned
to the American Red Cross Children's Bureau on that date and
served until you were released on December 27, 1918 when you
were returned to the United States as your services were no
longer required. We regret to inform you that the nurses
connected with the Red Cross service in France are not eligible
for the bonus.
