Flanagan Ot\nH\nI enclose Miss Flanagan's application for a scholarship to be\nused in taking a six weeks' course at the University of Oregon in Portland.\nI wrote Miss Van Duzor of this application a few days ago.\nMiss Flanagan has had more than a year's experience in field work\nand something more than a year in service overseas. She has done some\nwork for Mrs. Dunbar of the Oregon State Tuberculosis Association in connection\nwith looking up the discharged tubercul soldiers and in the several Chapters\nMiss Flanagan has visited, we have gotten back most excellent reports both\nof her work and personally. I am planning to have her take the\nPublic Health\nNursing work for the Umatilla County Chapter, Pendleton, Oregon, but it\nseemed advisable that she have the experience of the course and contact with\npublic health agencies before taking up the work.\nI am enclosing Miss Flanagan's letter with her experience and ref-\nerences, and trust you will find it satisfactory.\nEmpa E. grittinger"
