My dear Mies Hay: The attached copy of a letter is self-exglanatory. This was sent to Miss Foerster, who was stationed as you will recall at Archangel. Not know what to do with this she sent it to me. Mr. Sloan, who is now Acting Director of Foreign Operations, makes the statement, which is attached.
