My dear Miss Kiel:
I was just about to send you a telegram, asking
you to hold in abeyance any question of joining the Russian
Commission as conditions have arisen which would not appear to
make it desirable to interfer with your enrollment in the with Navy.
I'am very glad that you adhered to your plan of going on
the Navy work.
I do not know exactly what passed between Miss
Delano and Mrs. Higbee as to your work. Mrs. Higbee stated that
she was not in favor of withdrawing you from the Division Office
until she had word from Miss Delano that it was convenient to re-
lease you. This arrangement must have been made while I was away.
I think that Mrs. Higbee would like to utilize your services and
if convenient to Miss Hohnson there is no reason why she should
not attach you to the service at any timo.
