20:
Miss Claru D. Noyes
Acting Director, Uppt. of Marning
Washington, D.C.
From: Department of Thersing
Eastorn Division. Siborian Cor.
Do:
Hiss Helen Kingabury, A.R.C. Hurse 29452
Boforo you receive this lotter you will probably have a cable that
Miss Holon Kingsbury, A.R.O. Three 29452, has deported from Vladivostale for
America.
Mas Kingsbury, as you know. into the Service from Honolulu
through the Homolulu Had Cross Chapter. She asa generally duty for a member
of months, and was assigned as Chiof Haroo of Russian Island Hospital June
8g 1919. She was transferred to Vindivostate Hospital, as Chief Murso,
Jimo 25, 1919.
10.00 Kingabury's resignation was accepted on Saturday August 30g to
take effect imediately, as the requested. It was the result of my action
in assigning hor to Harbin where I plannel to have her work under Miss Vashti
Baytlott, Uniof More, in the cholera opidemic. Miss Kingsbruey did not fool
that the wished to go to Harbin. Hor servico has not been at all satisfactory
in Vladivostole Hospital. In that, hor Isole of adaptability for institutional
work has boon the subject of record since February, as soon by the attached
CODY of a lotter from Dar. V.B.Baldwin, them Superintendent of Viadivostale
Hospital.
11.00 Kingsbury's appointment to Chief Numso work was made prior to my
coming. From the beginning I felt that nho was not fitted for the work, but
was quito amelous to takco no radioal step so soon after I arrived. I have
watched hor work for two months with the result that I have como to the con-
clusion that our work has been greatly hampered because of - (1) How look of
loyalty to Department of Nursing: (2) 35.construction of orders from the
Department of Hardings (3) Hour neevers temperement; (4) Hour lacic of GO-
oporation in vogoard to the School for Nurses Aids: (5) Unstisfactory ethical
relation with the numes serving under hor, ospocially in regard to the fact
that she discussed everything with have muses to the general detailment of the
morning service.
Apido from the foregoing statements, I fool that I can say unqualifiedly
that 15ss Kingsbury is tired out and has voricod. very have while with the
Siborian Commission. Attached you will find how officiency report.
Miss Mary H. Bethol, A.R.C. Thorse 5643, has boam appointed to strocood
Mas Kingsbury, and things are alroady adjusting themsolves.
