THE AMERICAN RED CROSS COMMISSION TO SIBERIA Vladivostok, September 9, 1919. STATEMENT of Helen Kingsbury in regard to her work with the American Red Cross, Siberian Commission: Many changes have taken place for me since early in June, and no reasons given. June 7th - Was made Chief Nurse in Russian Island Hospital when Miss Kemp was sent up the line. June 25th - Was transferred to Vladivostok, where I found the hospital in a very dirty, upset condition, and I worked hard and earnestly to bring things to the condition in which they should be. July 9th - Was told that I was not going on the "Heffron," for which I had been booked for a long time. After the offices were moved to the second floor of our building, my work was constantly interferred with by the head ones of the Nursing Department. Nurses were changed very often, naturally the doctors did not like it, and came to me about it. Miss Tittman told me that I was only to take orders from her and that Dr. Bouvier had nothing to say in regard to changes in the hospital - that was her business. August 28th - A note came to me stating that I was released from duty as Chief Nurse of the hospital, and was assigned to Harbin where I would be under Miss Bartlett, and Miss Bethel would take my place. I referred the matter to Major Strong, and, getting no satisfaction, I went to Dr. Bouvier. He thought I was justified in not obeying orders to go to Harbin, when my rank had been lowered. He advised me to resign, as there was no alternative.
