Noyes\nDirector, Department of Nursing\nWashington, D.C.\nFrom:\nDepartment of Nursing\nVladivostok\nRe:\nMiss Helen Kingsbury, A.R.C. Nurse\nI have your letter of November 12th with attached state-\nment from Miss Kingsbury.\nI regret the circumstances attending the departure of Miss\nKingsbury from the Siberian service, as it has caused no small\namount of embarrassment and misunderstanding. I wish to assure\nyou, however, that I acted entirely upon the advice of Major J.N.\nStrong, now resigned, then Division Manager, acting for the Com-\nmissioner.\nThe difficulties came about largely because the Division\nManager failed somehow to make clear his responsibility in the\nmatter, and at a time when I myself was in the interior. Develop-\nments here have proven the wisdom in allowing Miss Kingsbury's\nrelease, and all concerned - doctors and officials - are willing\nnow to acknowledge that conditions improved in Vladivostok Hospital\nimmediately upon her discontinuance.\nAnna L.
