Miss Helen Kingsbury, A.R.C. Nurse
I have your letter of November 12th with attached state-
ment from Miss Kingsbury.
I regret the circumstances attending the departure of Miss
Kingsbury from the Siberian service, as it has caused no small
amount of embarrassment and misunderstanding. I wish to assure
you, however, that I acted entirely upon the advice of Major J.N.
Strong, now resigned, then Division Manager, acting for the Com-
missioner.
The difficulties came about largely because the Division
Manager failed somehow to make clear his responsibility in the
matter, and at a time when I myself was in the interior. Develop-
ments here have proven the wisdom in allowing Miss Kingsbury's
release, and all concerned - doctors and officials - are willing
now to acknowledge that conditions improved in Vladivostok Hospital
immediately upon her discontinuance.
