K A Appeal OF JNO. D. BLAKE, M. D. MARYLAND COMMISSIONER W. T. HOWARD, M. D. ASSISTANT COMMISSIONER THOS. L. RICHARDSON, M. D. QUARANTINE OFFICER A. H. WOOD, M. D. SECRETARY MUNICIPAL HEALTH DEPARTMENT April 10th, 1916. Miss Fannie F. Clement, Supt., Rural Nurses, 713 Union Trust Building, Washington, D. C. My dear Miss Clement:- In reply to your query regarding Miss Agnes P. Kloman I will state that she has been connected with the Department of Health of Baltimore City, for six years. She is of pleasing personality, is neat and refined, and I have never heard her qualifications as a nurse and a woman disputed. As to her initiative and executive ability, she has not been so placed to best enable her to give evidence of these two features to any great extent. I therefore cannot speak regarding them. Very truly yours, Mrs.Blakes Commissioner of Health. TDR /R
