to the rank of Assistant Surgeon General of the Public Health Service. This
position carries the army equivalent rank of brigadier general. She is also Chief
Nurse Officer of the United States Public Health Service. In this position Mrs.
Leone has the opportunity to interpret nursing to allied groups, and to participate
in discussions of national issues which affect nursing. Because of her personal
beliefs and convictions about nursing, she has been able through this position to
gain recognition for nursing in the United States, and to help establish standards
and acceptable practices in nursing to the end that patients receive better nursing
care.
Mrs. Leone is active in nursing organizations, both nationally and internationally.
She has been a member of the Executive Council of the National Committee for the
Improvement of Nursing Services, and of the National Nursing Accrediting Service of
the National League for Nursing. She has been a member of the Nursing Advisory
Committee for the W.K. Kellogg Foundation. She is the author of a series of nursing
texts and has written many articles on nursing.
Mrs. Leone is active in the international field, and was nursing adviser to the U.S.
delegation to the first (1948) and ninth (1956) assemblies of the World Health
Organization. She has served on expert committees of WHO meeting in Geneva, and is
a continuing member of this panel of experts.
During her World War II service as head of the Cadet Nurse Corps, enrollment of student
nurses increased approximately 20,000 per year over the number normally enrolled. Even
with this great increase in available nursing resources, high standards of nursing
education were maintained. Because of these contributions to nursing in wartime, and
because of her continuing leadership in the field of nursing, we recommend Mrs.
Lucile Petry Leone as a recipient of the Florence Nightingale Award.
