December 31, 1918. Miss Lettie G. Welch, 14th & Welton Sts.. Denver, Colo. My dear Miss Welch: Your letter of December 21st has just been received, concerning the now famous case of Blanche Ina Lewis. I realize tuat the situation is left in a very unsatisfactory state. I did not appreciate the fact that Mr. Morey had requested that any subsequent communications with the Chapter at Colorado Springs regarding Miss Lewis should be transmitted through the Division office. Miss Delano did not give me this message; consequently I wrote direct to the Chapter in response to their many communications, telling them that I regretted that Miss Lewis had left the country before an oppor- tunity was given National Headquarters to make a thorough inves- tigation. I am enclosing a copy of Mr. King's letter in conférma- of this statement. Your assumption however in regard to my letter to the Pike's Peak Chapter is not quite correct. You state. "We assume from your letter that you have written the Pike's Peak Chapter direct, allowing them to infer that they are alto- gether justified in their position in regard to Mis 6 Lewis, and that the only reason she reached France was because the Bureau of Personnel had made a mistake, etc.," I made a simple statement of facts to the Chapter, explaining that Miss Lewis had left the country and the reason for this concluded my letter by stating that "I can only express my sorrow that she should have sailed without an investigation, as we have tried to be exceedingly careful to send to Europe only those nurses who meet the highest standards both professional and ethical." I have not attempted to enter into the circum- starces as presented by either you or the chapter. If I were to accept the statements of the chapter, I should have to believe that not only Miss Lewis but you were seriously at fault. In justice to the chapter, to you, and to Miss Lewis it would have perhaps been desirable that a thorough investigation should have been made, at which Miss Lewis should not only have had an oppor- tunity to defend herself, but that both you and the chapter might
